Finance Commission Charts Development Blueprint for Bastar with Local Leaders

Chairman Arvind Panagariya and members engage with Panchayat representatives, focus on comprehensive growth and cultural preservation*

TFP Bureau, RAIPUR; July 13, 2024: The Chairman of the 16th Finance Commission, Shri Arvind Panagariya, along with other commission members, held a crucial meeting with Panchayat representatives in the Prerna Room of the Jagdalpur Collectorate, Bastar Division headquarters. The discussion aimed at formulating a blueprint for rapid and comprehensive development in Bastar, addressing local needs and challenges.

During the meeting, Panchayat representatives offered key suggestions for the development of Bastar, emphasizing the unique cultural and geographical attributes of the region. Chairman Panagariya highlighted the tenure of the 16th Finance Commission, effective from 2026-27 to 2030-31, and underscored the importance of tailoring the action plan to local requirements.

Bastar District Panchayat President Smt. Vedvati Kashyap initiated the discussion, proposing that future allocations should consider 70% population and 30% area, given the dispersed nature of Bastar’s villages and hamlets. She stressed the need for provisions for cultural aspects and sports areas, given Bastar’s rich traditions.

Vice President Shri Maniram Kashyap called for additional allocations for Naxal and PESA districts, considering both population and area. He suggested promoting minor forest produce through value addition, given its significance as a primary income source for the tribals.

Panchayat representatives also recommended initiatives in agriculture and irrigation, considering Bastar’s rocky terrain. They called for the freedom to choose sectors from other themes beyond drinking water and sanitation. Additional suggestions included simplifying the online payment system, assisting farmers with collective fencing and tube well installations, and providing immediate assistance during natural disasters.

Inspector General of Police Shri Sundarraj P. and Collector Shri Vijay Dayaram K. briefed the commission on the conditions, challenges, possibilities, and expectations of the Bastar division. Shri Sundarraj emphasized the impact of leftist extremism on the region’s development, while Shri Dayaram highlighted the need for prioritizing human resources, information technology equipment, and special assistance for tribal welfare.

Chairman Panagariya praised the detailed presentation by the district administration and police, which provided a clear understanding of Bastar’s needs and development steps. He also appreciated the excellent arrangements for the commission’s study tour and stressed the importance of local participation for Bastar’s development.

In a symbolic gesture, the Finance Commission members, including Chairman Panagariya, participated in a tree plantation ceremony at the Collectorate premises under the “Ek Ped Maa Ke Naam” campaign.

Before their departure for New Delhi, the Finance Commission members were bid farewell with mementoes at Swami Vivekananda Airport in Raipur. Finance Secretary Shri Mukesh Bansal, CEO of NRDA Shri Saurabh Kumar, and other officials were present to mark the occasion.

The meeting marked a significant step towards addressing Bastar’s development needs, with a focus on cultural preservation and comprehensive growth.
