
TFP Bureau, Raipur, March 2, 2025: The Cabinet Meeting chaired by Chief Minister Shri Vishnu Deo Sai today at Mahanadi Bhavan approved several significant measures aimed at enhancing public welfare and streamlining administrative processes in Chhattisgarh.
Approval of Chhattisgarh Excise Policy for FY 2025-26
The Cabinet approved the Chhattisgarh Excise Policy for the financial year 2025-26, which will largely mirror the policies of the previous year. A total of 674 liquor shops, including premium outlets, will continue their operations. The supply of country liquor will maintain existing rates, and the wholesale procurement and distribution of foreign liquor will remain under the Chhattisgarh State Beverages Corporation Limited. Notably, the additional excise duty of 9.5% on retail foreign liquor outlets will be abolished, lowering the retail prices of foreign liquor by ₹40 to ₹3,000 per bottle. This move is expected to curb smuggling from neighboring states.
Approval of Chhattisgarh Public Premises (Eviction) (Amendment) Bill, 2025
The Cabinet also approved the draft of the Chhattisgarh Public Premises (Eviction) (Amendment) Bill, 2025, aimed at strengthening the state’s eviction processes for public premises.
Dissolution of Empowered Committee for E-Procurement
To simplify processes and enhance the Ease of Doing Business, the Cabinet decided to dissolve the Empowered Committee for e-procurement. This decision follows the recognition that the existing procedures, including approvals by the PFIC for projects over Rs 100 crore, were duplicative.
Creation of New Post for Consumer Dispute Redressal in Chhattisgarh
A new member post has been approved to expedite the resolution of pending cases at the Chhattisgarh State Consumer Disputes Redressal Commission, ensuring timely hearings and more efficient processing of consumer matters.
Approval of Transport Rates for Paddy and Rice
The Cabinet also approved the transport rates recommended by the state-level committee for paddy and rice transportation under the Minimum Support Price (MSP) scheme for Kharif marketing years 2022-23, 2023-24, and 2024-25.
Approval of Chhattisgarh Labour Laws Amendment and Miscellaneous Provisions Bill, 2025
The Cabinet approved the draft of the Chhattisgarh Labour Laws Amendment and Miscellaneous Provisions Bill, 2025, which includes amendments to the Factories Act, 1948, the Industrial Disputes Act, 1947, and the Trade Unions Act, 1976.
Approval of Chhattisgarh Registration (Amendment) Bill, 2025
Another significant decision was the approval of the draft Chhattisgarh Registration (Amendment) Bill, 2025, aimed at improving the registration system in the state.
Relaxation in Service Criteria for Promotion of Sub-Registrars
In a move to ensure smooth functioning of registry offices, the Cabinet granted a one-time relaxation in the service criteria for the promotion of Sub-Registrars, allowing the filling of nine vacant posts of Deputy Registrars in the Commercial Tax (Registration) Department.
Amendment to Chhattisgarh Store Purchase Rules, 2002 for Industrial Development Policy
To support the Industrial Development Policy 2024-30, which has been in effect since November 2024, the Cabinet approved an amendment to the Chhattisgarh Store Purchase Rules, 2002.
MoU with The Art of Living for Rural Development and Livelihood Generation
Lastly, the Cabinet authorized the signing of a Memorandum of Understanding (MoU) between the State Government’s Good Governance and Convergence Department and the Vyakti Vikas Kendra India (The Art of Living) to support rural development and livelihood generation in Chhattisgarh.
These decisions reflect the state’s commitment to both administrative efficiency and the socio-economic development of its citizens.
