Chhattisgarh Budget 2025-26 Unveiled: A Major Leap Towards Development

Government Focuses on Infrastructure, Social Welfare, and Economic Growth in ‘Atal Nirman Varsh’

TFP Bureau, Raipur,  March 3, 2025: The Chhattisgarh government has presented its ambitious Budget for the financial year 2025-26, emphasizing inclusive development, social welfare, and infrastructure growth. Finance Minister Shri OP Choudhary, presenting the second budget of this government, highlighted that it builds upon the strong foundation of the previous year while marking the Silver Jubilee Budget of the state. In tribute to former Prime Minister Shri Atal Bihari Vajpayee, the government has dedicated this year as ‘Atal Nirman Varsh.’

With the theme of “GYAN ke liye GATI” (Good Governance, Accelerating Infrastructure, Technology, and Industrial Growth), the budget aims to accelerate progress toward Chhattisgarh’s 2030 vision as part of Amrit Kaal Vision 2047.

Major Announcements and Allocations

  • Agriculture & Rural Development:

    • ₹10,000 crore allocated for Krishak Unnati Yojana to boost agricultural prosperity.
    • ₹8,500 crore under Pradhan Mantri Awas Yojana (Gramin) to enhance rural housing.
    • ₹3,500 crore for free electricity supply to agricultural pumps up to 5 HP.
  • Social Welfare:

    • ₹5,500 crore for Mahatari Vandan Yojana to empower women.
    • ₹4,500 crore for Mukhyamantri Khadyann Sahayata Yojana to ensure food security.
    • ₹1,500 crore allocated for Ayushman Yojana for healthcare assistance.
  • Infrastructure Development:

    • ₹2,000 crore allocated for new road construction by the Public Works Department (PWD), a first in the state’s history.
    • ₹845 crore sanctioned for village road construction under Pradhan Mantri Gram Sadak Yojana (PMGSY).
    • ₹500 crore to connect Particularly Vulnerable Tribal Groups (PVTG) habitations through PM-JANMAN Sadak Nirman Yojana.
    • ₹100 crore allocated for ring roads in Nagar Panchayats and Nagar Palikas.
  • Education & Healthcare:

    • Establishment of six new physiotherapy colleges and 12 new nursing colleges.
    • ₹148 crore allocated for the construction of 17 more Nalanda Libraries.
    • ₹75 crore to transform 25 colleges into Centers of Excellence.
    • Funds allocated for a 100-bed hospital in Sarona, Raipur, and Janakpur-Manendragarh.
  • Technology & Industrial Growth:

    • Implementation of Single Window 2.0 to ease investment and approvals.
    • Investment in AI, IT, and semiconductor industries under the Industrial Development Policy 2024-30.
    • ₹200 crore for the promotion of fisheries, dairy, poultry, and livestock industries.

Fiscal Indicators

The state’s Gross State Domestic Product (GSDP) is projected to grow by 12%, increasing from ₹5.67 lakh crore in 2024-25 to ₹6.35 lakh crore in 2025-26.

  • Revenue Expenditure: ₹1,38,196 crore (11% increase)
  • Capital Expenditure: ₹26,341 crore (18% increase)
  • Revenue Surplus: ₹2,804 crore
  • Fiscal Deficit: ₹18,900 crore (2.97% of GSDP)

New Initiatives and Policies

The budget introduces 10 new schemes, including:

  • Mukhyamantri Nagarotthan Yojana for urban development.
  • Mukhyamantri Mobile Tower Scheme to enhance connectivity in remote areas.
  • Siyan Care Yojana for free health check-ups.
  • Atal Sinchai Yojana to complete pending irrigation projects.

Additionally, the government has waived old VAT liabilities up to ₹25,000 for small traders, benefiting over 40,000 businesses and reducing over 62,000 litigation cases.

The 2025-26 budget aligns with the Chhattisgarh government’s long-term strategy to foster economic growth, enhance infrastructure, and improve public welfare. With a strong focus on governance, innovation, and industrial expansion, the state is positioning itself as a key player in India’s Amrit Kaal Vision 2047.
