
TFP Bureau, Raipur, March 12, 2025: A series of important decisions were taken today during the cabinet meeting chaired by Chief Minister Shri Vishnu Dev Sai at the Chief Minister’s residence. The Council of Ministers approved significant policies and initiatives aimed at addressing Naxal issues, improving water management, promoting youth involvement in governance, and ensuring better transparency in state projects.
New Naxal Rehabilitation Policy to Replace Eradication Policy
One of the most notable decisions was the approval of the Chhattisgarh Naxalite Surrender/Victim Relief and Rehabilitation Policy-2025. This policy, which replaces the previous Chhattisgarh Naxalism Eradication Policy-2023, provides comprehensive support to surrendered Maoists, including financial assistance, rehabilitation services, education, employment opportunities, and security measures. This initiative is a concrete step towards addressing the Naxal problem in the state.
Approval of Key Legislative Drafts
The Council also approved several important legislative drafts, including:
- Chhattisgarh State Industrial Security Force Bill-2025
- Chhattisgarh Cooperative Society (Amendment) Bill-2025
- Chhattisgarh Private University (Establishment and Operation) (Amendment) Bill-2025
These drafts are expected to strengthen the state’s security framework, cooperative societies, and private universities.
Support for “Chhava” Film Screening
In line with the Chief Minister’s announcement from February 27, the Council of Ministers approved the reimbursement of the State Goods and Services Tax (SGST) for the film Chhava. This decision will make the film tax-free in the state, fulfilling the Chief Minister’s commitment to promote cultural initiatives.
Formation of State Water Information Center (SWIC)
A major step towards improving water resource management in Chhattisgarh was the establishment of the State Water Information Center (SWIC). The SWIC will collect and analyze data related to water resources, such as rainfall, river and reservoir levels, groundwater quality, and water flow in canals. This initiative will help create a scientific plan for water management, in collaboration with the Ministry of Jal Shakti, Government of India.
Approval for Loan for Dam Improvement Projects
The Council of Ministers approved a loan of Rs 522.22 crore through the Government of India for the improvement of nine key dams in the state. The projects, which include works on the Maniyari Tank, Ghongha Tank, and others, will enhance the state’s water infrastructure.
Chief Minister Good Governance Fellowship Scheme Launched
To foster youth participation in governance, the Council approved the launch of the Chief Minister Good Governance Fellowship Scheme. This initiative, in collaboration with IIM Raipur and Transforming Rural India Foundation New Delhi, will provide local youth with an opportunity to contribute to the state’s policy implementation. Fellows will receive an MBA degree from IIM Raipur after completing the program, which includes both academic sessions and practical fieldwork. The state government will cover expenses and provide a monthly stipend to the fellows.
Investigation into Corruption Allegations in Bharat Mala Project
In response to complaints of corruption in the implementation of the Bharat Mala Project in Chhattisgarh, the Council of Ministers has decided to initiate an investigation through the Economic Offenses Wing (EOW) to ensure transparency and accountability.
