Cabinet Meeting: Key Decisions Affecting Chhattisgarh
TFP Bureau, Raipur; September 2, 2023: In a pivotal Cabinet Meeting chaired by Chief Minister Bhupesh Baghel at his official residence today, several significant decisions were made that will impact Chhattisgarh’s development and the lives of its citizens.
Following the meeting, Forest Habitat and Climate Change Minister Shri Mohammad Akbar addressed the media representatives at his residence later in the day. Minister Akbar shared details of the key decisions taken during the State Cabinet meeting.
Here’s a rundown of the key decisions taken during the meeting:
1. Housing for Eligible Families: The Cabinet approved the provision of houses under the Pradhan Mantri Awas Yojana (Grameen) to the remaining 6,99,439 eligible families on the permanent waiting list.
2. Grameen Awas NYAY Yojana: The policy and implementation of the Grameen Awas NYAY Yojana, aimed at providing housing to homeless families excluded from the 2011 Socio-Economic and Caste Census, were discussed and approved.
3. Support for Homeless Families: In the Chhattisgarh State Social and Economic Survey 2023, 47,090 homeless families were identified who were not listed in the 2011 survey. The state government will provide full funding for housing construction under the Mukhyamantri Grameen Awas NYAY Yojana, with a budget allocation of 100 crores in the 2023-24 budget.
4. Civil Services Examination Amendments: In line with Chief Minister Bhupesh Baghel’s commitment to support youth preparing for civil services, the Cabinet approved amendments to the Chhattisgarh State Services Examination Rules, 2008. These changes include providing online access to results and cutoff scores after preliminary and main examinations and reducing the weightage of the interview or personality test from 150 to 100 points.
5. Godhan Nyay Yojana Bonus: Self-help groups and primary cooperative societies associated with Gauthans (village cowsheds) will receive a bonus amount for compost sales. Self-help groups will receive Rs 12.32 crores at the rate of 1 rupee per kilogram of compost, and primary cooperative societies will receive Rs 13.55 lakh at the rate of 10 paise per kilogram.
6. Chief Engineer for Dam Safety Organization: The Cabinet approved the creation of the post of Chief Engineer in the State Dam Safety Organization under the Dam Safety Act, 2021.
7. Waiver for Bharat Scout Guide Jila Sangh: Fixed premium/land rent on government land allocated to Bharat Scout Guide Jila Sangh, Raipur, for a training center in village Maath, Raipur district, will be waived off.
8. Exemption for Chhattisgarh Nishad Kevat Samaj: The Cabinet decided to provide an exemption in the fixed interest amount on government land allocated to Chhattisgarh Nishad Kevat Samaj for educational (hostel) and social building in village Fundhar, district Raipur.
9. Land Allotment for Tribal Welfare: Land owned by Shrimati Suryamukhi Devi Rajgami Sampada Samiti, District Rajnandgaon, will be allotted to Shri Kalyan Seva Ashram, Amarkantak, for the construction of Sanskar Adhyayan Shala, Hospital, and Gaushala for the welfare of tribal and backward classes.
10. Exemption for Brahmakumari Ishwariya Vishwavidyalaya: The Cabinet decided to provide an exemption in the fixed interest amount on Nazul land allotted to Prajapita Brahmakumari Ishwariya Vishwavidyalaya, Ambikapur district Surguja, on the settlement of the encroached government land.
11. Amendment in Motor Vehicle Taxation Act: The Cabinet approved the draft of an amendment to the explanation of part-one of the second schedule under the Chhattisgarh Motor Vehicle Taxation Act, 1991.
12. Co-efficient Increase for Pay Revision: Under the Chhattisgarh Pay Revision Rules, 2017, the Cabinet decided to increase the coefficient from 2.57 to 2.67 for fixing cells in corresponding level 15 in the pay matrix with grade pay 8700.
13. Eligibility Criteria for Housing Plots: The eligibility criteria for plots developed in Serikhedi Raipur, a special housing scheme for ministerial service officers and employees, have been revised to include officer-employees of the judicial service category and others.
14. Supply System for Liquor:The amendment proposal for the supply system of country/foreign liquor in sealed bottles for the remaining period of the year 2023-24 was approved.
15. Exemptions for Municipalities:The Cabinet decided to provide exemptions in the prescribed criteria for the formation of Nagar Panchayat Kosir, Nagar Panchayat Jarhagaon, and the upgradation of Nagar Panchayat Mana-Camp to a municipality, as announced by Chief Minister Bhupesh Baghel.
16. Property Tax Exemption for Industrial Units: Industrial units established in industrial areas developed by the Industries Department in urban areas will receive property tax exemptions.
