Chief Secretary Addresses Dual Concerns: Noise Pollution Prevention and Election Preparations

TFP Bureau, Raipur, Oct 05, 2023: In a proactive move to address critical issues affecting Chhattisgarh, Chief Secretary Shri Amitabh Jain chaired two significant meetings at the Mantralaya Mahanadi Bhawan. These meetings, conducted on Wednesday, highlighted the urgent need for action in two areas of public interest.

Effective Prevention of Noise Pollution:

In compliance with a directive from the Honorable High Court of Chhattisgarh, Chief Secretary Shri Amitabh Jain convened a high-level meeting with officials to discuss the prevention of noise pollution. During the meeting, strict instructions were issued to combat noise pollution effectively. Immediate actions were mandated against loud deejays and amplifiers in vehicles, with emphasis on upholding the Noise Pollution Act. To ensure the preservation of public tranquility, Chief Secretary Shri Amitabh Jain directed Commissioners, IGs, Collectors, and Superintendents of Police across the state to take immediate action as per regulations against those contributing to noise pollution. Continuous monitoring in all districts was also emphasized to achieve the goal of noise pollution prevention. DGP Shri Ashok Juneja was present during this critical meeting.

To curtail noise pollution, a comprehensive approach was outlined, including a complete ban on DJ performances between 10 pm and 6 am, the confiscation of noise-polluting vehicles and sound amplifying devices, and the establishment of collaborative teams from the police, revenue, and environment departments in all districts to coordinate efforts against noise pollution. Furthermore, strict measures were prescribed to deter noise pollution near educational institutions and healthcare facilities. The meeting, which was conducted via video conference, featured the participation of key officials, including Secretary of Home Department Mr. Arun Dev Gautam, Special Secretary of Urban Administration Department Mr. Ayaz Tamboli, Special Secretary of Housing and Environment Mr. Mahadev Kavre, and representatives from the Chhattisgarh Environment Board and Law and Legislative Department.

Preparations for Upcoming Assembly Elections

In the same vein, Chief Secretary Shri Amitabh Jain presided over an important meeting to discuss preparations for the upcoming assembly elections. During this meeting, officials received essential instructions related to election arrangements, including the deployment of centrally empowered police forces. Additionally, officials were tasked with ensuring all basic necessities such as housing, transportation, ration distribution, drinking water supply, medical treatment, mobile facilities, toilet facilities, and bamboo sticks for polling stations. The availability of Home Guard, Forest Guard, and Kotwars for election-related duties was also a priority. DGP Shri Ashok Juneja was in attendance during this meeting as well.

The meeting revealed that approximately 150 companies of Central Armed Police Forces (CAPF) would soon arrive in Chhattisgarh to support the assembly elections. Regarding the availability of Home Guards, officials confirmed that around 6996 Home Guard forces were accessible across various districts of the state, with approximately 3115 Home Guards set to be deployed for the assembly elections.

This dual focus on noise pollution prevention and election preparations underscores the commitment of Chhattisgarh’s government to address pressing issues and ensure the welfare and tranquility of its citizens. The meetings, conducted via video conference, featured the participation of key officials from various departments, including Additional Chief Secretary of Public Health and Family Welfare and Medical Education Department, Smt. Renu G Pillay, Secretary of Education Dr. S. Bharti Dasan, Secretary of Home Department Shri Arun Dev Gautam, Secretary of Revenue and Disaster Management Department Shri N.N. Ekka, and Secretary of Food Department Shri Topeshwar Verma, among others.
