TFP Bureau, Raipur; Oct 09, 2023: In a significant development, the Election Commission of India has released the much-anticipated general election program for all 90 assembly constituencies in the state of Chhattisgarh. This announcement has set the stage for a momentous democratic exercise that will shape the political landscape of the state.
Election Schedule and Phases : As per the election program, Chhattisgarh’s assembly elections are scheduled to be conducted in two phases. In the first phase, voting will take place on November 7, 2023, covering 20 assembly constituencies (VS 71 to 90). The second phase will be held on November 17, 2023, encompassing 70 assembly constituencies (VS 01 to 70). The vital task of counting the votes is slated for December 3, 2023.
Electoral Demographics Unveiled : With the final publication of electoral rolls on October 4, 2023, Chhattisgarh boasts a substantial voter base. The state has a total of 2,03,60,200 voters, comprising 1,01,20,830 male voters and 1,02,39,410 female voters. The Elector-Population Ratio stands at a commendable 67.02%, with a Gender Ratio of 1012.In a noteworthy trend, the number of voters has increased by 9.5% since the 2018 Assembly Elections. Among the registered voters, 1,60,955 are identified as Divyang (PWD) voters, while 790 belong to the third gender category. Additionally, 17 overseas Indian voters are part of the state’s electorate.
Election Infrastructure and Transparency Initiatives :
To ensure a seamless electoral process, Chhattisgarh has made substantial preparations. The state will host a total of 24,109 polling stations across its 90 assembly constituencies, with 3,227 in urban areas and 17,693 in rural areas. All polling stations will be equipped with essential facilities such as ramps, drinking water, electric lighting, and toilets. Furthermore, Chhattisgarh has introduced innovative measures to promote transparency and accessibility in the electoral process. This includes the creation of “Voter Assistant Booths” at every polling station, where citizens can seek assistance. Additionally, 900 Sangwari polling stations, 450 model polling stations, 90 Divyang polling stations, and 90 Youth polling stations will be set up across the state.To enhance security and transparency, live webcasting will be implemented in 50% of polling stations during the election. The Election Commission is also facilitating postal ballots for voters aged 80 and above, those with a 40% or higher disability, and those suspected or infected with COVID-19.
Campaign and Expenditure Guidelines :
Chhattisgarh’s election campaigns will be closely monitored to maintain fairness. The Election Commission has imposed strict guidelines, including limits on the use of official government vehicles, permissions for election rallies and gatherings, and regulations on loudspeakers.Candidates must adhere to a cap on election expenditure, which is set at Rs. 40,00,000. Additionally, they are required to open a separate bank account for campaign funds and declare their assets and liabilities in affidavits. Candidates with criminal records must publicize their cases in local and national newspapers and on social media platforms.
Media Certification and Monitoring : To maintain integrity in political advertising, the state has established Media Certification and Monitoring Committees (MCMC) at both state and district levels. These committees will certify political advertisements and take action against misleading or fake news.
