TFP Bureau, Raipur, Oct 14 2023: As the Chhattisgarh state prepares for the upcoming assembly polls, extensive measures are being taken to ensure a transparent and accountable election process. Among these measures, Voter Verifiable Paper Audit Trail (VVPAT) will be used alongside Electronic Voting Machines (EVM) at every polling station.

Preparation with Abundant Equipment

The state is equipped with 55,071 ballot units, 35,424 control units, and 41,613 VVPATs to facilitate the election process.

Double Randomization Process

In a bid to bolster transparency, the Electronic Voting Machines and VVPATs undergo a double randomization process using Election Management System (EMS) software. The first randomization occurs when they are allotted to assembly constituencies, and the second randomization takes place when they are designated to polling stations. Recognized political parties and election contesting candidates are invited to partake in this process. Following both randomizations, the lists of randomized EVMs and VVPATs are provided to recognized political parties and election contesting candidates.

Commissioning in the Presence of Contesting Candidates

Commissioning of EVMs and VVPATs is carried out once the list of election candidates is finalized. This commissioning process is undertaken in the presence of the election candidates or their representatives. Candidates and their agents can observe the symbol loading in VVPAT through TV monitors installed in the Commissioning Hall. After commissioning, mock polls are conducted, casting one vote for each candidate, including NOTA. Additionally, mock polls are conducted by casting 1,000 votes on randomly selected EVMs and VVPATs. The electronic results are cross-verified with the paper slips from VVPATs.

Thrice-Verified Mock Polls

On polling day, mock polls are held three times, 90 minutes prior to the commencement of actual polling. These mock polls involve at least 50 votes, each cast for every candidate, including NOTA. The Presiding Officer prepares a certificate by cross-referencing the results of the mock poll received at the control unit with the slips printed from the VVPAT. Immediately after the mock poll, the data is deleted by pressing the control unit’s clear button. The VVPAT paper slips from the mock poll are placed in black envelopes and sealed.

Inclusion of Candidate’s Photographs on EVM Ballot Paper

To enhance the convenience of voters, candidate photographs will also be displayed on the ballot paper for the EVM. Candidates are required to provide recent stamp-sized photographs to the Returning Officer. As with previous elections, the option for ‘None of the Above’ (NOTA) will also be available in the upcoming polls, ensuring that voters have a range of choices.
