HNLU and Chhattisgarh Police Launch Capacity Building Programme on New Criminal Laws

Collaborative Initiative Aims to Enhance Policing Standards

TFP Bureau, Raipur; May 25, 2024: The first session of a two-day capacity building programme focusing on new criminal laws, a joint effort between Hidayatullah National Law University (HNLU) and Chhattisgarh Police, commenced today at the CG Police Headquarters.

The event drew the participation of 150 police officers, including ADGs, IGs, and DIGs, and was inaugurated by Prof. Ranbir Singh, Chairman of the Ministry of Home Affairs Committee for Criminal Reforms, as Chief Guest, and Mr. Kishore Bhaduri, Senior Advocate, as the Guest of Honour.

In his opening remarks, Prof. (Dr.) V.C. Vivekanandan, Vice Chancellor of HNLU, highlighted the evolving nature of law in response to technological advancements, praising Chhattisgarh Police for pioneering a comprehensive capacity building exercise. Shri Kishore Bhaduri emphasized the multifaceted role of law enforcement officials, stressing the importance of both technical expertise and social sensitivity.

Chief Guest Prof. (Dr.) Ranbir Singh underscored the significance of police training in sensitization, awareness, and capacity building, commending Chhattisgarh Police for their initiative and HNLU for its professional input.

Director General of Police, Chhattisgarh, Shri Ashok Juneja (IPS), expressed gratitude to HNLU for its collaboration, noting the event’s importance in the ongoing efforts to modernize the state’s police force.

The programme, structured under a Memorandum of Understanding (MOU) between HNLU and Chhattisgarh Police, aims to train approximately 1000 senior police officers as master trainers. It comprises three phases, with the first phase focusing on senior IPS officers, followed by sessions for DIGs, SPs, and other officials.

The event was organized by the Centre for Comparative Law and the Centre for Law and Forensics, research centers of HNLU, with Dr. Pankaj Umbarkar and Mr. Abhinav K Shukla serving as convenors.

The second session, scheduled from May 27th to May 30th, will feature distinguished resource persons including Justice P N Prakash, Mr. Raghavendra Srivastav, Mr. Srinivasa Rao, Mr. Amit Pai, and Dr. Neeraj Tiwari.
