Chhattisgarh Cabinet Meeting: Key Decisions Announced

New Policies on Forest Land Transfers, Education, and Housing Among Major Resolutions

TFP Bureau, Raipur; July 9; 2024: Chief Minister Shri Vishnu Deo Sai chaired a significant Cabinet meeting today at Mantralaya (Mahanadi Bhavan), where several crucial decisions were made to address forest land transfers, education reforms, and housing development.

1. Forest Land Transfers: The Cabinet approved a new procedural format for the transfer of occupied forest land to heirs under the Forest Rights Act. This process will include geo-referencing maps and integrating the plot’s Aadhaar number for accurate transfer, demarcation, and division of land.

2. National Education Policy Implementation: To improve education quality, the Cabinet decided to fully implement the National Education Policy-2020. This includes providing education in the local language up to the 5th standard and ensuring comprehensive education from pre-primary to 12th grade. The current 10+2 structure will be replaced by a 5+3+3+4 model to promote equitable and inclusive education.

3. Age Relaxation for Nursing and Technical Recruitment: The maximum age limit for recruitment in nursing and technical positions under the Chhattisgarh Armed Auxiliary Platoon Commander (Nursing) will be relaxed by five years for 2023. This provides an additional five years for unreserved categories and an extra five years for reserved categories.

4. Good Governance and Convergence Department: A new department dedicated to good governance and public issue resolution has been established. This includes e-Review, e-Public Service Guarantee, and Digital Secretariat, with amendments to the Chhattisgarh Government Work (Allocation) Rules to accommodate these changes.

5. Extension for Housing Scheme Registration: The registration deadline for affordable housing under the Mukhyamantri Aawas Yojana in Naya Raipur has been extended from March 31, 2024, to March 31, 2027. This aims to increase registration for vacant houses.

6. State Capital Region Development: The Naya Raipur Atal Nagar Development Authority will prepare a detailed project report for establishing the Chhattisgarh State Capital Region. The Housing and Environment Department will oversee this project, with a budget provision of Rs 5 crore.

7. Procurement Rules Amendment: The Cabinet approved amendments to the Chhattisgarh Government Store Purchase Rules, 2002. All state government departments must procure materials and services from the Government of India’s GeM website, with additional requirements needing Finance Department consent. Existing CSIDC rate contracts will be terminated to prevent corruption.

8. Non-Functional Pay Scale for Forest Officers: Approval will be sought from the Ministry of Environment, Forest and Climate Change to grant a non-functional pay scale equivalent to Principal Chief Conservator of Forests for six officers serving as Additional Principal Chief Conservator of Forests, effective from January 1, 2024.

9. Promotion Relaxation for Engineers: A one-time relaxation of one year has been granted for the minimum five-year service period required for promotion from Superintending Engineer (Civil) to Chief Engineer (Civil).

10. Rural Housing Approval: Under the Mukhyamantri Aawas Yojana (Rural), housing provisions for 47,090 homeless families identified in an April 2023 survey have been approved. These families were not included in the permanent waitlist of the Socio-Economic and Caste Census.

These decisions reflect the government’s commitment to improving infrastructure, governance, and living standards across Chhattisgarh.
