TFP Bureau, Raipur, February 20, 2025: Chhattisgarh’s newly implemented Shop and Establishment Act is receiving widespread praise from both the business community and citizens. This transformative legislation is set to create a significant impact on the state’s economic landscape, fostering employment opportunities, facilitating business operations, and boosting the state’s revenue. A key feature of the Act is the removal of time restrictions on shop operations, offering greater flexibility for business owners while enhancing convenience for consumers. However, liquor shops are exempt from this new rule.
Boosting Business and Employment Opportunities
The Act is seen as a progressive step towards promoting ease of doing business in Chhattisgarh. It introduces simpler registration processes, greater protection for workers, and significant relief for small shopkeepers. Businesses already registered will need to apply for a Labor Identification Number (LIN) within six months. There will be no additional fee for this application during this period, though a fee will apply if the application is delayed beyond the deadline.
Shops Can Now Operate 24/7
One of the most notable changes is the removal of restrictions on shop operating hours. Under the new Act, traders have the freedom to keep their shops open 24 hours a day, seven days a week, though the decision remains at the discretion of the business owner. This flexibility is expected to stimulate business activities, create more employment opportunities, and strengthen the state’s economy. Previously, shop owners were required to close their shops for one day each week, a restriction that has now been lifted.
Despite these new freedoms for businesses, the government has ensured that workers’ rights are protected. Employees must receive weekly leave, and no worker will be required to work for more than 8 hours a day, ensuring a balance between economic growth and worker welfare.
Workers’ Rights Are a Priority
In tandem with supporting business owners, the government has prioritized the welfare of workers. Shopkeepers are required to adhere to labor welfare provisions, including the mandatory provision of weekly leave, limiting working hours to 8 hours per day, and ensuring compliance with labor welfare schemes. These provisions aim to safeguard workers’ rights while maintaining a healthy work environment.

This new Act represents a major leap forward in Chhattisgarh’s economic development. By giving businesses more freedom to operate and protecting the rights of workers, the government is laying the groundwork for a dynamic and inclusive economy. With increased business activity and a boost in state revenue, the Shop and Establishment Act promises to strengthen the state’s economic infrastructure and provide a solid foundation for future growth.
