Chhattisgarh’s First Vehicle Scrapping Center Inaugurated by Transport Minister

TFP Bureau, Raipur; Oct 05,2023:  In a significant move towards promoting sustainable practices and rejuvenating the state’s vehicle landscape, Transport Minister Shri Mohammad Akbar inaugurated Chhattisgarh’s maiden Registered Vehicle Scrapping Center (RVSF) in Dhaneli village, Raipur district, on Thursday. This groundbreaking initiative aims to simplify the process of retiring older vehicles and create a hub for vehicle scrapping in Central India.

Key Highlights:

Compulsory Scrapping of Government Vehicles: As part of the initiative, all government vehicles aged 15 years or older will be compulsorily scrapped, contributing to a more eco-friendly transportation fleet.

Digitalized Scrapping Facility: The newly inaugurated scrapping center has been fully digitalized to streamline scrapping operations and enhance accessibility for vehicle owners.

Tax Exemption Incentives: Vehicle owners opting to scrap their old vehicles at a Registered Vehicle Scrapping Center (RVSF) will enjoy several benefits, including a substantial 25 percent tax exemption when purchasing a new vehicle. The exemption will be granted through an online certificate known as the “Certificate of Deposit,” issued by the registered scrapping center.

Outstanding Tax Relief: Owners of vehicles with outstanding taxes, penalties, and interest who wish to scrap their vehicles will receive a one-year exemption on these outstanding amounts when scrapping at an RVSF.

Environmental Impact Reduction: The scrapping process involves dismantling vehicles scientifically, recycling components, and converting metals into blocks through bale press machines. This sustainable approach reduces environmental impact and encourages responsible disposal.

Transport Minister Shri Akbar expressed his vision of Chhattisgarh becoming a prominent vehicle scrapping hub in Central India. The state government’s efforts to prioritize the RVSF in its Industrial Policy 2019-24 underscore its commitment to fostering a cleaner and more efficient transportation sector.

The Scrapping Process:

When a vehicle arrives at the scrapping center, it undergoes a systematic dismantling process. Tires and engine kits are first removed, followed by the disposal of batteries and free-on gas kits. Subsequently, seats, steering components, engines, and radiators are extracted, leaving behind a hollow metal structure.

How to Register for Scrapping:

To initiate the scrapping process for old vehicles, interested individuals can visit the official website https://vscrap.parivahan.gov.in to fill out a registration form. Following registration, applicants should contact their nearest scrapping center to commence the scrapping process.

Transport Commissioner Shri Dipanshu Kabra emphasized that retiring older vehicles would reduce operational costs for fuel and maintenance while also curbing air pollution. The government’s initiative mandates the scrapping of government vehicles older than 15 years starting in October. Additionally, heavy vehicles in all categories must undergo a fitness test every two years at an automated testing center. Failure to pass the automated fitness test will result in a vehicle being declared an “end-of-life vehicle,” requiring mandatory scrapping at a registered facility.

The inauguration event witnessed the presence of Transport Secretary Mr. S. Prakash, Joint Transport Commissioner Mr. Vedavrat Sirmaur, Assistant Transport Commissioner Mr. Shailabh Sahu, ARTO Headquarters Ms. Yugeshwari Verma, President of the Automobile Dealers Association Vivek Garg, and various departmental officials, including representatives of the Truck Association. This move marks a historic step towards achieving sustainable development in Chhattisgarh’s transportation sector, encouraging the adoption of cleaner and more eco-friendly vehicles.
