Stringent Security Measures Post-Voting

TFP Bureau, Raipur, Nov 28, 2023: As the Chhattisgarh Assembly Election-2023 enters its final phase, all 33 district headquarters are gearing up for the crucial counting of votes scheduled on 3rd December. The state witnessed voting in two phases across 90 assembly constituencies, and now the focus shifts to the meticulous process of determining the political fate of 1181 candidates.

Simultaneous Counting Across 14 Tables:

An Overview

Chief Electoral Officer Mrs. Reena Babasaheb Kangale disclosed that extensive preparations have been completed for the counting day. In each assembly constituency, 14 tables will be utilized for the counting process, all under the vigilant supervision of observers. The counting will commence at 8 am, prioritizing the votes of service voters. The initial step involves scanning the QR codes from the Electronically Transmitted Postal Ballot System (ETPBS), followed by the counting of postal ballots. Subsequently, the actual counting of votes will kick off simultaneously across all tables after 8:30.

Strategic Counting Cycles:

Kawardha Takes the Lead

Among the 90 assembly seats, Kawardha emerges with the maximum number of counting cycles, totaling 30. Following closely is Kasadol with 29 cycles. In contrast, the assembly constituencies of Manendragarh and Bhilai Nagar will witness the least cycles, set at 12.

Security Measures and Oversight:

Maintaining Electoral Integrity*

Mrs. Kangale emphasized the importance of tight security during the counting process. Unauthorized individuals will not be permitted to enter the counting room without an authorization letter. Candidates will have the opportunity to observe the counting at any table, while the agents can monitor only at designated tables. The entire counting process will unfold under the watchful eyes of counting observers and general observers.

Ensuring Transparency:

Post-Counting Verification

At the conclusion of each round, a random check of any two control units will occur in the presence of the candidate or their agent and under the observer’s supervision. Additionally, after completing all rounds, five Voter Verifiable Paper Audit Trails (VVPATs) will be selected through a draw for verification.

Stringent Security Measures Post-Votin

Following the voting phases, Electronic Voting Machines (EVMs) are securely stored in strong rooms under a three-tier security cordon in all district headquarters. The entire vote counting process is recorded, and during this period, only the observer and the returning officer are allowed to have mobile phones in the counting room. Furthermore, no other individuals are permitted to carry electronic devices such as iPads, recorders, video cameras, etc.

As Chhattisgarh awaits the outcome, the meticulous arrangements and security measures aim to ensure a transparent and secure counting process on the crucial day.
