TFP Bureau, Raipur, January 19, 2024: The Chhattisgarh government has announced its decision to adopt the National General Document Registration System (NGDRS) across all registration offices in the state, replacing the existing e-registration software. The implementation of NGDRS is set to be mandatory in all registration offices before March 2024.
Phased Implementation of NGDRS System
As part of the phased rollout, the NGDRS system was initially launched as a pilot project in Chhattisgarh, with its deployment in three registration offices located in Abhanpur, Mahasamund, and Dhamtari. Following the completion of the BOT (Build-Operate-Transfer) period for the e-registration system, NGDRS is now slated to be installed in all registration offices.
Swift Progress and Preliminary Preparations
The Registration Department is making swift progress in the implementation process. This includes the setup of hardware devices, network lines, and comprehensive training for departmental officers and employees. The NGDRS system’s pilot run has already seen the registration of over 45 thousand documents in the three designated offices.
Expansion to Other Districts
In the second phase, NGDRS has been introduced in the registration offices of Saraipali, Basna, Pithora, Kurud, and Nagari of Dhamtari and Mahasamund districts since January 11, 2024. The government plans to extend the NGDRS system to Raipur, the busiest registration office in the state, following its successful operation in these districts. Subsequently, NGDRS will be implemented in all remaining registration offices, accompanied by the installation of necessary hardware and equipment.
Enhanced Efficiency and Convenience
Developed by the National Informatics Centre (NIC), NGDRS is a Common Generic Software designed to streamline the registration process. The system stores data securely in the NIC’s cloud server, facilitating secure access to various reports through a designated ID and password. Integration with land records, e-stamping, income tax department, e-challan, and the banking system of the Revenue Department is expected to provide practical benefits. Additionally, NGDRS simplifies online Aadhaar and PAN verification, with plans to integrate with banks for online registration fee deposits.
User-Friendly Features of NGDRS
NGDRS aims to simplify the registration process for the general public. Parties can register online through the NGDRS citizen portal, calculate market value, stamp duty, and registration fees automatically, and schedule appointments at their convenience. The system provides real-time verification of immovable property titles, and after registration, it facilitates online transfer of name information to the Revenue Department portal.
Citizen-Centric Approach
The NGDRS system allows parties or their representatives to register documents online, reducing data entry tasks in the office. The parties can monitor the registration status through the NGDRS website and receive SMS alerts. Compared to the existing e-registration system, NGDRS offers a simpler process, supported by user manuals and online training resources for citizens, lawyers, and document writers.
