TFP Bureau, Raipur, February 28, 2024: The Chhattisgarh Assembly passed the Appropriation Bill 2024-25, presented by Finance Minister Shri OP Chaudhary, through a voice vote on Tuesday. In his address during the discussion on the bill, Minister Chaudhary highlighted the state’s economic trajectory, emphasizing a 6.56 percent increase in the Gross State Domestic Product (GSDP) for the current financial year.
He revealed that the projected investment for 2024-25 stands at Rs. 1,60,568 crore, with a net expenditure estimated at Rs. 1,47,446 crore after accounting for loan repayments and recoveries. The budget allocates Rs. 1,24,840 crore for revenue expenditure and Rs. 22,300 crore for capital expenditure.
Anticipating growth in revenue streams, Minister Chaudhary outlined an expected increase in the state’s own tax revenue by 31 percent, reaching Rs. 49,700 crore, and a 3 percent rise in non-tax revenue to Rs. 18,700 crore. He emphasized a holistic growth approach, with provisions made for various sectors, including healthcare and infrastructure.
Dedication to Development and Welfare: Government’s Commitment
During the deliberations, Minister Chaudhary reiterated the government’s commitment to comprehensive development, particularly for marginalized communities. He emphasized Chief Minister Vishnudev Sai’s vision of empowerment for the “GYAN” sectors—Poor, Youth, Annadata (Farmers), and Women. The budget earmarks substantial funds for housing, nutrition, and agricultural support, totaling Rs. 8,369 crore for housing construction under the Pradhan Mantri Awas Yojana, Rs. 12,000 per annum for women under the Mahtari Vandan Yojana, and Rs. 10,000 crore for farmer welfare.
Furthermore, initiatives such as the Jal Jeevan Mission and increased payments to tendu leaf collectors and landless agricultural laborers underscore the government’s focus on grassroots upliftment. Minister Chaudhary also highlighted provisions for youth empowerment through self-employment schemes and cultural initiatives like the Shri Ramlala Darshan Yojana.

Looking ahead, Minister Chaudhary stressed the importance of bipartisan cooperation in propelling Chhattisgarh’s economy forward. He called for a collaborative effort between the ruling party and the opposition to realize ambitious economic goals. Under the leadership of Chief Minister Vishnudev Sai, the government aims to transition Chhattisgarh into a developed state by 2047, coinciding with India’s 100th Independence Day anniversary. The unveiling of “Amritkaal: Chhattisgarh Vision @2047” on November 1, 2024, will mark a pivotal step towards this transformation.
Reform and Inclusivity: Strengthening CGPSC
In a move towards greater inclusivity, Minister Chaudhary announced reforms in the Chhattisgarh Public Service Commission (CGPSC) examination process. A dedicated Reform Commission will be established to align CGPSC exams with the UPSC model, incorporating Chhattisgarhi language and cultural elements. These reforms aim to safeguard the interests of local youth and ensure transparency in the selection process.
Empowerment and Inclusivity: Core Tenets of Governance
In conclusion, Minister Chaudhary reaffirmed the government’s unwavering dedication to the welfare of marginalized communities, emphasizing prompt action to address any budgetary shortfalls. He reiterated that the government under Chief Minister Vishnudev Sai remains steadfast in its commitment to Dalits, tribals, and backward classes, striving for inclusive development across the state.
