Chhattisgarh Government Implements Online Approval System for Treasury Bills

Move Towards Efficiency and Transparency in Financial Operations

TFP Bureau, Raipur, March 22, 2024: The Finance Department of Chhattisgarh has initiated preparations to introduce online approval for all government department bills processed through treasuries. This significant step aims to streamline operations, enhance efficiency, and promote transparency in financial transactions across the state. Finance Secretary Shri Mukesh Kumar, overseeing the preparations, emphasized the importance of transitioning to a paperless and digitally-driven system.

Under the new protocol, Withdrawal Disbursement Officers in various departments will be equipped with digital signatures to endorse bills electronically before submission to treasuries. By digitizing the entire approval process, officials anticipate faster processing times and increased accountability in bill management.

Currently, the state treasuries employ the e-Kosh software for online approval of salary bills for government officers and employees. However, with the impending transition, all bills, including non-salary expenditures, will be routed through the online platform, eliminating the need for hard copy submissions and reducing bureaucratic paperwork.

Officials from the Directorate of Treasury Accounts are spearheading the transition process, ensuring comprehensive training for Finance Department personnel on software operations and online bill processing. Additionally, a dedicated server for e-fund transactions has been installed at the Accountant General’s Office to support the digital approval system.

During a recent visit to the Treasury and Accounts Directorate at Indravati Bhawan, Finance Secretary Shri Mukesh Kumar reviewed the functionalities of the e-Kosh software and directed officials to expedite preparations for the paperless initiative, slated to commence on July 1, 2024. The meeting also featured presentations on the Public Finance Management System and Single Nodal Agency to enhance understanding and implementation.

The transition towards online bill approval signifies a pivotal shift towards modernizing financial operations and fostering greater efficiency within government departments. With the support and coordination of key stakeholders, Chhattisgarh aims to set a benchmark for digital governance and financial management practices.
