Chhattisgarh Embraces IT for Good Governance

State Budget Allocates Rs 266 Crore for Transparent and Accountable Administration

TFP Bureau, Raipur, June 6, 2024: The Chhattisgarh government, led by Chief Minister Vishnu Dev Sai, is set to leverage Information Technology (IT) extensively to enhance good governance across the state. The initiative aims to improve the monitoring of public welfare schemes, financial management, tax collection, registration, and maintenance of land records, among other key areas. This comprehensive strategy is designed to make the administration more transparent and accountable, ensuring that government schemes reach the people more effectively.

As part of these efforts, an Atal Dashboard has been launched to monitor public welfare schemes. A notable highlight is the recent two-day intellectual discussion at IIM Raipur, where experts from across the country discussed measures to meet governance and citizen expectations.

In the 2024-25 budget, the government has earmarked Rs 266 crore to foster IT usage in all departments. This includes developing Raipur-Bhilai and surrounding areas as the state capital and establishing a world-class IT sector.

Key initiatives include setting up a “Livelihood Center of Excellence” in Nava Raipur, Atal Nagar, and a “Center of Entrepreneurship” in Durg district. Plans also encompass an incubation center to support startups and an IT park to attract BPO and KPO operations. A ‘plug and play’ model will be developed in Nava Raipur to generate IT-based employment, promoting economic development and job creation.

The budget also provides for the establishment of the Chhattisgarh Center for Smart Governance and the implementation of a Budget and Accounting Module under e-governance in 168 urban bodies. GIS-based software will be developed for property surveys in 47 urban bodies. Additionally, an Integrated Financial Management Information System (IFMIS-2.0) will be launched for real-time monitoring of government funds.

Under the PM Vani scheme, Wi-Fi hotspot internet facilities will be provided in the first phase to 1,000 Gram Panchayats. To improve transparency in tax collection, a Business Intelligence Unit will be established at the state headquarters, along with a tribunal for quick resolution of GST-related appeals.

The National General Document Registration System (NGDRS) software will be implemented across all districts for land and building transactions. Geo-referencing of land maps will be conducted, and UL PIN numbers will be assigned to each plot to issue land Aadhaar cards. Land records will be linked to civil courts, and the land diversion process will be made online and simplified.
