TFP Bureau, Raipur, September 30, 2026: Chief Minister Shri Vishnu Deo Sai chaired a state-level review meeting through the PARAS Portal at Mahanadi Bhawan on Tuesday. He said the government\u2019s public welfare schemes and development works will achieve their real objective only when benefits reach the last person on time and their impact is clearly visible on the ground. He said unnecessary delays or negligence in scheme implementation will not be accepted. Through the PARAS (Project Assessment, Review and Analysis System) Portal, the government is establishing better coordination between departments and district administrations, along with regular monitoring of schemes and development works, so problems arising during implementation can be identified in time and resolved promptly.<\/p>\n
Chief Minister Shri Vishnu Deo Sai conducted a detailed review of the progress of major schemes, infrastructure projects, and public services across departments. Through video conferencing, Chief Minister Shri Sai obtained information from District Collectors about the ground-level status of schemes and issued necessary directions to achieve the prescribed targets within the stipulated timelines.<\/p>\n
Chief Minister Shri Sai said interdepartmental coordination is becoming increasingly important in government functioning. Many development projects require permission, participation or cooperation from more than one department. Therefore, instead of working separately at different levels, departments should adopt a coordinated approach. This will improve project quality, eliminate unnecessary delays, and save time and cost.<\/p>\n
He said the objective of the PARAS Portal is not merely to review the progress of schemes, but also to identify the reasons behind delays in projects and schemes and ensure their timely resolution. Officials at all levels, from the state to the district, should use it as an effective tool for results-oriented administration.<\/p>\n
Chief Minister Shri Sai directed officials to ensure 100% registration of every eligible farmer on AgriStack within the stipulated timeframe. He clarified that AgriStack should not be viewed only in the context of paddy procurement. It is an important foundational system that enables farmers to access the benefits of various government schemes and services more easily, transparently, and within a defined timeframe.<\/p>\n
The Chief Minister directed Collectors to conduct special campaigns in the districts and complete pending work related to AgriStack and DCS on priority. Registration of every genuine farmer should be ensured, and no eligible farmer should face difficulty in selling paddy or receiving benefits under other government schemes.<\/p>\n
He said lessons should be learned from the practical difficulties encountered during the system’s initial phase last year, and all necessary preparations should be completed well in advance this year. If any eligible farmer is deprived of benefits due to negligence by an officer or employee, accountability should be fixed.<\/p>\n
The Chief Minister also reviewed the district-wise progress of the Digital Crop Survey. He directed districts that are relatively behind to complete the survey within the stipulated timeframe and said action should be taken against officers and employees who show negligence or fail to provide the expected cooperation in this work.<\/p>\n
Chief Minister Shri Sai conducted a detailed review of the situation arising from recent heavy rainfall and floods in the state, as well as the ongoing relief operations. The meeting was informed that heavy rainfall has affected more than 500 villages across 17 districts of the state, with districts in the Bastar division being more severely affected.<\/p>\n
The Chief Minister directed Collectors of the affected districts to quickly complete surveys of loss of life and damage to houses, livestock, foodgrains and other property, and ensure that financial assistance reaches eligible affected families at the earliest. He said the entire process, from damage assessment to disbursement of assistance, should be completed with sensitivity and promptness.<\/p>\n
The Chief Minister directed officials to ensure smooth operation of relief and health camps and pay special attention to the availability of safe drinking water in flood-affected areas.<\/p>\n
Chief Minister Shri Sai said that in this time of crisis, affected families should have confidence that the government firmly stands with them. Human compassion should remain paramount in every relief and rehabilitation effort.<\/p>\n
The Chief Minister appreciated the efforts of self-help groups, the Chamber of Commerce, social organisations and representatives of various communities who actively contributed to relief and rescue operations, and directed Collectors to encourage such groups.<\/p>\n
He directed officials to assess flood-damaged bridges, culverts, roads and other public infrastructure and immediately send the details to the government so that repair or reconstruction work can begin at the earliest. He also directed officials to provide eligible affected families benefits under the Pradhan Mantri Jeevan Jyoti Bima Yojana and other related schemes.<\/p>\n
Reviewing progress under the Pradhan Mantri Surya Ghar Muft Bijli Yojana, Chief Minister Shri Sai directed officials to accelerate its implementation further. He said the scheme is an important initiative to make families self-reliant in the energy sector and promote clean energy.<\/p>\n
The Chief Minister directed officials to increase the number of vendors, encourage Solar Didis and further simplify access to loans for beneficiaries to achieve the targets set under the scheme. He said both extensive awareness and effective district-level implementation are necessary to ensure that the maximum number of eligible families can benefit from the subsidies provided by the Central and State Governments under the scheme.<\/p>\n
He directed Collectors to take a personal interest in the scheme and make the entire process\u2014from banking facilities and vendor selection to installation of solar plants\u2014simple, transparent and quick for beneficiaries.<\/p>\n
Reviewing road, bridge and culvert construction works being undertaken by the Public Works Department, Chief Minister Shri Sai said better road connectivity is directly linked to citizens\u2019 convenience, economic activities and regional development.<\/p>\n
He obtained project-wise information on pending works and the reasons for delays. He directed the concerned Collectors to resolve land-related cases and other district-level processes quickly. He said sanctioned development works should not remain unnecessarily pending due to administrative procedures.<\/p>\n
Reviewing the progress of the Pradhan Mantri Gram Sadak Yojana, the Chief Minister directed that sanctioned roads connecting rural areas to cities and major routes be completed to quality standards within the stipulated timeframe. He said obstacles related to permissions from the Forest Department or other departments should be resolved on priority through interdepartmental coordination.<\/p>\n
Reviewing the Viksit Bharat G-RAM-G Yojana, Chief Minister Shri Sai directed that essential basic infrastructure works in Gram Panchayats be given priority. Officials informed that, in accordance with earlier directions, essential basic development works in Gram Panchayats are being sanctioned on priority.<\/p>\n
Expressing satisfaction over the progress made in this direction, the Chief Minister said strengthening basic infrastructure in villages will play an important role in strengthening the rural economy and civic amenities. He directed that sanctioned works be completed on time while maintaining quality.<\/p>\n
Chief Minister Shri Sai also reviewed cases related to Seva Setu and the CM Helpline. He said prompt, quality resolution of citizens\u2019 problems, grievances, and applications is an important benchmark of good governance.<\/p>\n
He directed officials to ensure people do not have to repeatedly visit government offices for minor services or to resolve their problems. Officials should review every case received through Seva Setu and the CM Helpline seriously and ensure timely, satisfactory resolution.<\/p>\n
The Chief Minister said technology use should not be limited to digitising processes; it should make government services easier for citizens to access and reduce the time required to resolve their problems.<\/p>\n
Chief Minister Shri Sai said the PARAS Portal is emerging as an important tool for monitoring infrastructure construction, development works, and major schemes in the state. Officials in various district departments should coordinate and promptly bring forward issues that require resolution at the state level.<\/p>\n
He said that major schemes, development works, and public services are being regularly reviewed at the state level through the PARAS Portal on the last Tuesday of every month. The objective is not merely to gather progress information, but to resolve issues, speed up scheme implementation, and ensure officials’ accountability.<\/p>\n
Chief Minister Shri Sai said the State Government\u2019s clear priority is that public welfare schemes should not remain confined to papers and statistics, but their impact should be visible on the ground. Every eligible person should receive scheme benefits on time, and sanctioned development works should be completed with quality within the stipulated timeframe. Through the PARAS Portal, the State Government, departments, and district administrations are establishing better coordination to strengthen this results-oriented work culture.<\/p>\n
