Over 200 security camps to become service centres; three-day Dantewada camp to provide artificial limbs and assistive devices to 768 persons with disabilities

TFP Bureau, Raipur, October 16, 2026: Union Home Minister Amit Shah on Thursday called for sustained efforts to rehabilitate victims of Naxal violence and restore dignity, self-reliance and economic opportunities to affected families, saying the priority was now to transform Bastar into a region of peace, prosperity and development.

Addressing a three-day camp for the distribution of artificial limbs and assistive devices in Dantewada through video conferencing, Shah said ending Naxalism was only the first step towards healing the suffering endured by poor and tribal families over decades. The Central Government, he said, would stand firmly with the Chhattisgarh government in ensuring rehabilitation and support for every person affected by Naxalite violence.

Chief Minister Vishnu Deo Sai also joined the programme virtually. Organised under the ‘Seva Sankalp Abhiyan’, the camp will run from October 15 to 17 and benefit 768 persons with disabilities from Dantewada, Bijapur and Sukma districts. Of the beneficiaries, 509 are from Dantewada, 197 from Bijapur and 62 from Sukma. The initiative is being organised with support from the Bhagwan Mahaveer Viklang Sahayata Samiti, Jaipur, and other partner organisations.

The programme also marked the inauguration of the camp’s second phase. Shah said a similar camp held in Jagdalpur from October 5 to 7 had benefited more than 3,600 persons with disabilities, including over 1,570 from Bastar district.

Rehabilitation and self-reliance in focus

Shah said many innocent villagers had suffered permanent disabilities in improvised explosive device (IED) blasts. Providing artificial limbs, wheelchairs, tricycles, crutches, hearing aids and other assistive devices was essential to helping affected people regain mobility, confidence and independence.

He acknowledged the contributions of the state government, district administration, Social Welfare Department, Bhagwan Mahaveer Viklang Sahayata Samiti and Bharatiya Jain Sangh to the rehabilitation effort. He also highlighted the role of traditional tribal leadership and local communities in the region’s transition towards peace.

Shah said approximately 8,526 Naxalites had surrendered and outlined several rehabilitation and welfare measures undertaken in affected areas. According to figures shared by him, bank accounts had been opened for 7,328 people, reward money had been provided to 1,620 and incentive payments to 7,882. Employment had been provided to 455 people, while 129 had received land allotments.

He further said 4,014 houses had been provided under the Pradhan Mantri Awas Yojana, 2,308 tribal people had received skill development training and 6,763 new ration cards had been issued. Free electricity had been provided to 2,808 families. In addition, 372 road projects had been initiated, 670 culverts were under construction, 48,526 Aadhaar cards had been issued and 44 gram panchayats had received recognition under the Panchayat Awards scheme.

More than 200 security camps to become service centres

In a major initiative to link security infrastructure with development, Shah announced that more than 200 of the over 500 security camps established during anti-Naxal operations would be developed as ‘Shaheed Veer Gundadhur Seva Deras’.

The centres will serve as hubs for public services, training, livelihood activities and development programmes, turning locations once used primarily for security into spaces that generate opportunities for local communities.

Sai said the first Seva Dera had been launched at Netanar, the village associated with tribal hero Veer Gundadhur. Residents are receiving training in tailoring and embroidery, while livelihood initiatives include tamarind packaging and traditional rice processing using the dhenki, a manual husking method.

The Chief Minister said similar centres would take up activities suited to local resources and community needs, creating opportunities for employment and self-employment, particularly for young people and rural families.

Education, healthcare and connectivity for remote villages

Sai said the government’s immediate priority was to accelerate Bastar’s development following the end of Naxalism. He credited the leadership of Prime Minister Narendra Modi and Shah, along with the courage of security personnel and cooperation from local residents, for the progress made towards peace.

He said the state government was working to extend education, healthcare, roads, electricity, drinking water and telecommunications to remote areas through initiatives such as ‘Niyad Nellanar’, which aims to bring basic facilities and welfare schemes to underserved villages.""

According to the Chief Minister, 431 schools had been opened in these areas, while healthcare facilities were being expanded. The government was also establishing ration shops within villages to address difficulties faced by residents in accessing essential supplies.

Shah praised state initiatives such as the Bastar Olympics, Bastar Pandum, Niyad Nellanar and the Mukhyamantri Gramin Bus Yojana. He said these programmes were helping revive cultural traditions, encourage youth participation in sports and improve access to public services in areas long affected by violence.

Irrigation and livelihoods to strengthen rural incomes

Sai said the government was also focusing on agriculture, animal husbandry and livelihood generation to improve household incomes. He referred to plans to provide two cows to families to promote animal husbandry and to an agreement aimed at developing the dairy sector.

He also said around ₹2,000 crore had been sanctioned for major irrigation projects at Deurgaon and Matnar on the Indravati River. Once completed, the projects are expected to provide irrigation to approximately 80,000 acres of agricultural land, supporting farm productivity and the rural economy.

The Chief Minister said the combined efforts of the Central and state governments would help transform Bastar into one of the country’s most developed tribal regions, with greater opportunities in education, healthcare, agriculture, employment, tourism and infrastructure.

Victims share experiences of recovery

During the programme, Shah interacted with beneficiaries who had lost limbs in IED blasts or lived with disabilities.

Madkam Munna, a police personnel from Sukma, said his left leg had to be amputated after an IED blast during a patrol in 2013. Receiving an artificial leg has enabled him to walk again, and he expressed his readiness to continue serving the country.

Chandrayya Sapka, from Dharmaram village in Bijapur district, said he lost his right leg in an IED blast in 2012 while travelling to the Chintawagu River to fish. He said the artificial limb provided at the camp had helped him walk again.

Ajay Sori and Kosi Podiyam, from the Jawanga and Metapal areas of Dantewada district, received tricycles to improve their mobility and make everyday activities easier.

Sai said the purpose of the initiative went beyond distributing assistive devices: it was to restore confidence, promote independence and help affected people live with dignity. Deputy Chief Minister Vijay Sharma added that rehabilitation efforts would continue and that the government was committed to ensuring that no victim of Naxal violence was left without necessary assistance.

Shah said the next phase of work would focus on addressing the lasting effects of Naxalism and ensuring that peace translated into development and prosperity. Sai reiterated the government’s commitment to connecting every village and creating opportunities for young people and families across Bastar.
