Amendment to Central Motor Vehicles Rules paves the way for higher-ethanol fuel vehicles; existing petrol and E-20 vehicles cannot use these blends without manufacturer approval<\/strong><\/h3>\n

TFP Bureau, New Delhi, October 28,2026: The central government has taken a step towards expanding the use of ethanol-blended fuels by amending the Central Motor Vehicles Rules, 1989, to recognise E-85 and E-100 fuels for flex-fuel vehicles.<\/p>\n

The amendment by the Ministry of Road Transport and Highways provides a regulatory framework for vehicles specifically designed to operate on fuels with higher ethanol content. It is expected to facilitate the manufacture, testing and certification of compatible vehicles, while supporting efforts to reduce India’s dependence on imported crude oil.<\/p>\n

Under the revised framework, E-85 and E-100 can be used only in vehicles designed by manufacturers for these fuels and holding the required certification. Vehicles developed for conventional petrol or E-20 fuel are not automatically compatible with higher ethanol blends.<\/p>\n

What are E-85 and E-100?<\/h4>\n

E-85 contains approximately 85 per cent ethanol and 15 per cent petrol, while E-100 consists almost entirely of ethanol. Ethanol is produced primarily from agricultural feedstocks such as sugarcane and maize, as well as other suitable organic materials.<\/p>\n

Flex-fuel vehicles are equipped with engines and fuel systems designed to operate on different petrol-ethanol mixtures within specified limits. Such technology allows vehicles to accommodate higher ethanol blends without compromising compatibility when operated according to the manufacturer’s specifications.<\/p>\n

Existing vehicle owners advised to check compatibility<\/h4>\n

The regulatory change does not mean that all existing petrol-powered vehicles can run on E-85 or E-100.<\/p>\n

Owners of vehicles designed for conventional petrol or E-20 should check their vehicle manuals or consult authorised service centres before considering any higher-ethanol fuel. Using an incompatible blend may affect engine performance and damage components not designed to withstand higher ethanol concentrations.<\/p>\n

Manufacturers must ensure that engines, fuel pipes, seals, injectors and other fuel-system components are suitable for the intended ethanol blend.<\/p>\n

Push to reduce oil import dependence<\/h4>\n

India imports a substantial share of its crude oil requirements. Greater use of domestically produced ethanol could help reduce petrol consumption and exposure to international crude oil price fluctuations. The shift could also create opportunities for agriculture-based industries and businesses involved in biofuel production.<\/p>\n

However, higher ethanol content presents certain challenges. Ethanol contains less energy per litre than petrol, meaning vehicles running on high-ethanol blends may deliver lower mileage, depending on engine design and operating conditions.<\/p>\n

Although the amendment establishes a regulatory framework for higher-ethanol fuels, widespread availability of E-100 across the country will depend on factors including vehicle compatibility, fuel supply infrastructure and commercial rollout.
