TFP Bureau, Raipur, July 6, 2025: Chief Minister Shri Vishnu Deo Sai today inaugurated a three-day foundational training programme for newly elected Presidents and Vice-Presidents of District Panchayats at the Thakur Pyarelal State Institute of Panchayat and Rural Development in Nimora. Addressing the gathering, the Chief Minister emphasized the critical role of Panchayati Raj Institutions in building a strong and self-reliant rural Chhattisgarh.<\/p>\n
\u201cPanchayati Raj Institutions are the backbone of rural development. You now have both a responsibility and an opportunity to transform your districts,\u201d CM Sai told the elected representatives, urging them to lead with dedication and vision.<\/p>\n
Reflecting on his personal journey, Shri Sai shared, \u201cI began my public life as a Panch, never imagining I would one day become Chief Minister. My path was filled with struggle, but public trust and sincere service helped me move forward. Resources may be limited, but the will to bring change is more important.\u201d<\/p>\n
He cited examples of changemakers such as Dr. Achyuta Samanta of Odisha and Nanaji Deshmukh of Chitrakoot, whose individual efforts brought transformative development to thousands of lives. \u201cThese examples show what one determined person can achieve. You, too, can make a deep impact in your region,\u201d he said.<\/p>\n
Highlighting the natural and human wealth of Chhattisgarh, CM Sai said, \u201cOur state is rich in forests, fertile land, and hard-working people. We are overcoming the challenge of Naxalism. With a strong rehabilitation policy in place, many former Naxals are returning to the mainstream. Soon, all parts of the state, including Bastar, will enjoy the benefits of roads, electricity, water, and prosperity.\u201d<\/p>\n
Recalling his visit to Muler village in Bastar, the CM described how the government\u2019s decision to create a new Panchayat and provide a ration shop ended a 25-km, three-day walk villagers had to make to collect food rations. \u201cThe joy on their faces was unforgettable. Development must reach the last mile,\u201d he said.<\/p>\n
Deputy Chief Minister Shri Vijay Sharma also addressed the participants, calling on them to go beyond traditional development activities. \u201cDairy farming, skill training, and other innovative efforts can transform rural economies. Economic growth in villages prevents youth from falling into addiction and despair,\u201d he noted.<\/p>\n
Shri Sharma also emphasized the importance of understanding the legal provisions governing Panchayati Raj. \u201cWith over 1.7 lakh elected representatives across the state, this training programme marks a new beginning in building a stronger Panchayati Raj system,\u201d he said.<\/p>\n
On this occasion, the Chief Minister released key publications including the PESA: Panchayat Provisions and Chhattisgarh Panchayat Provisions Guidebook<\/em>, Panchman<\/em> magazine, and a resource manual for Panchayat office bearers. He also planted a Maulshree sapling at the institute premises as a symbol of sustainable growth.<\/p>\n The event was attended by Panchayat and Rural Development Principal Secretary Smt. Niharika Barik Singh, Secretary Shri Bhim Singh, Director Smt. Priyanka Rishi Mahobia, and Institute Director Shri P.C.
