TFP Bureau,Raipur, July 30, 2025 \u2014 The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, approved a series of significant policy decisions during its meeting at the Mantralaya (Mahanadi Bhawan) today. These include critical reforms in mineral resource management, agricultural land valuation, and infrastructure development in the sports sector.<\/p>\n
Amendments to DMF Trust Rules in Line with PMKKKY-2024<\/strong><\/p>\n The Cabinet has approved amendments to the Chhattisgarh District Mineral Foundation (DMF) Trust Rules, 2015, aligning them with the revised guidelines under the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY)-2024<\/em>issued by the Union Ministry of Mines. Under the updated framework, at least 70% of DMF funds must be utilized for high-priority sectors such as clean drinking water, education, healthcare, environment conservation, women and child welfare, senior citizen support, differently-abled welfare, skill development, employment, sanitation, housing, agriculture, and livestock development.<\/p>\n New Sand Mining Rules to Enhance Transparency and Prevent Illegal Mining<\/strong><\/p>\n In a bid to improve transparency and curb illegal activities in sand mining, the Cabinet repealed the Chhattisgarh Minor Mineral (Sand Mining and Trade) Rules, 2019<\/em> and its 2023 version for scheduled areas. A new unified rule\u2014Chhattisgarh Minor Mineral (Sand Mining and Trade) Rules, 2025<\/em>\u2014has been approved. The new rules introduce electronic auctions for sand mine allotments, promote environmental sustainability, and ensure fair pricing for consumers.<\/p>\n Land Valuation Reforms to Eliminate Irregularities<\/strong><\/p>\n The Cabinet approved significant reforms in the land valuation system, as proposed by the Department of Commercial Tax (Registration). The earlier provision of separate valuation for rural agricultural plots up to 500 square metres has been abolished. Instead, a uniform valuation based on per-hectare rates will be implemented. To curb irregularities observed in past projects like Bharatmala and Arpa-Bhaisajhar (Bilaspur), converted rural lands will no longer be assessed at 2.5 times the irrigated land value. Market rates for lands near urban areas and within designated investment zones will now be fixed on a per square metre basis.<\/p>\n State-of-the-Art Cricket Academy to Come Up in Nava Raipur<\/strong><\/p>\n In a major boost to sports development, the Cabinet approved the allotment of 7.96 acres of land in Sector-3, Village Parsada, Nava Raipur (Atal Nagar), to the Chhattisgarh State Cricket Association (CSCS) for the establishment of a world-class Cricket Academy. The proposed facility will feature international-standard infrastructure and training amenities to nurture young cricket talent in the state.
