TFP Bureau, Raipur, November 19, 2025: Chhattisgarh Chief Minister Vishnu Deo Sai, addressing the valedictory sitting of the special session of the Legislative Assembly, described the House as the \u201ctemple of democracy\u201d, a sacred institution that holds within its walls the aspirations, memories and collective resolve of three crore citizens. Speaking on the State\u2019s twenty-five-year legislative journey, he said the Assembly embodies democratic heritage built on values enshrined in the Constitution, especially in this \u201cAmrit Varsh\u201d, which marks seventy-five years since the Constitution came into force.<\/p>\n
The Chief Minister said the silver jubilee of the State\u2019s Assembly brings an opportunity not only to revisit past achievements but to prepare for a prosperous Chhattisgarh aligned with India\u2019s aspirations for 2047. He emphasised that the State\u2019s parliamentary traditions have matured into exemplary models of democratic conduct, enriched by the guidance of national leaders and the commitment of every member who has served the House.<\/p>\n
Growth of Exemplary Parliamentary Traditions
\nReflecting on the Assembly\u2019s evolution, Shri Sai recalled that its first session was held at Rajkumar College\u2019s Jashpur Hall before shifting to the present complex. Since then, the House has welcomed eminent leaders including former President Dr A.P.J. Abdul Kalam and President Droupadi Murmu, whose addresses strengthened constitutional values and reaffirmed the State\u2019s democratic commitment.<\/p>\n
He said the Assembly archives every debate, decision and legislative milestone, creating a recorded legacy that future generations will refer to for understanding Chhattisgarh\u2019s transformation. The struggles, discussions and policy-making within the House, he added, have helped sculpt the State\u2019s identity from a period of modest beginnings to its current pace of development.<\/p>\n
A Firm Foundation for a Prosperous State
\nRecalling the formative years, the Chief Minister said the Assembly\u2019s first members drew upon rich traditions inherited from undivided Madhya Pradesh. He noted that the State\u2019s evolution owes much to the efforts of its past leaders\u2014former Prime Ministers Atal Bihari Vajpayee and Narendra Modi, and former Chief Ministers who institutionalised food security, expanded rural connectivity and created robust systems like the PDS model and paddy procurement mechanism.<\/p>\n
He highlighted that the Assembly has provided the framework for landmark social reforms including the Tonahi Atrocities Prevention Bill, the Public Service Guarantee Act and legislation granting youth the right to skill development. He said the Double-Engine Government accelerated development through transparent governance, enhanced welfare systems and strengthened economic growth.<\/p>\n
On the Foundation of Aspirations, Struggle and Pride
\nShri Sai recalled the significance of Prime Minister Narendra Modi inaugurating the new Assembly complex during the Rajat Mahotsav, calling it a celebration of the people\u2019s collective dreams and struggles over twenty-five years. He said that Chhattisgarh\u2019s creation in 2000 under Shri Vajpayee\u2019s vision brought a dedicated focus to tribal welfare, village connectivity through the Pradhan Mantri Gram Sadak Yojana, and overall regional upliftment.<\/p>\n
He underlined that the Assembly has been a crucible for policies shaping Chhattisgarh\u2019s social, economic and political journey, with debates often spirited yet always rooted in constitutional respect.<\/p>\n
Over 26 Lakh PM Awas Yojana Approvals
\nThe Chief Minister said the realisation of the PM Awas Yojana in Chhattisgarh has been a defining achievement. Since his first file approval after assuming office in 2023 related to the scheme, over 26 lakh houses have been sanctioned. He said the Yojana has changed the face of rural and urban housing while enabling a shift toward clean energy through Ujjwala LPG connections.<\/p>\n
Electricity to Every Household \u2014 A Milestone Achieved
\nDiscussing the State\u2019s achievements in the energy sector, Shri Sai said electricity has reached every home and households are now transitioning from consumption to production through schemes like the PM Surya Ghar Yojana. In recent years, several major legislations were passed, including the Jan Vishwas Bill, Agricultural Produce Market Amendment Bill, Loktantra Senani Samman Bill, Municipal Amendment Bills, and the Land Revenue Code Amendment Bill.<\/p>\n
Hope for Every Farmer
\nPointing to the symbolic use of paddy decorations in the Assembly, he said farmers are the backbone of the State\u2019s progress and are today empowered with assured water, electricity, and fair prices for produce. He reiterated the government\u2019s commitment to procure paddy at Rs 3,100 per quintal and up to 21 quintals per acre.<\/p>\n
He noted that women\u2019s leadership has played a transformative role in the State\u2019s growth and that the Assembly has led by granting 50% reservation for women in Panchayati Raj institutions.<\/p>\n
Youth Shaping the State\u2019s Vision for 2047
\nHe said that the State is aligning itself with the national goal of a developed India by 2047 under the Vision Document Nava Anjor 2047. Over the years, premier institutes\u2014NIT, IIT, IIIT, NIFT, IIM and National Law University\u2014have shaped world-class talent. He added that the emerging Capital Region, comprising Naya Raipur, Raipur and Durg-Bhilai, is poised to become an IT, pharma and textile hub.<\/p>\n
A New Era of Confidence in Bastar
\nThe Chief Minister said that Bastar, once held back by Maoist extremism, is preparing to shine as development spreads through initiatives like Niyad Nella Naar, PM Janman Yojana and the Tribal Excellence Village Campaign. He said that arrests, surrenders and security operations reflect that Maoism is in its final phase, and asserted that the ideology will be fully eradicated by March 2026.<\/p>\n
Major Relief in Electricity Bills
\nAnnouncing a significant welfare measure, Shri Sai said domestic consumers using up to 200 units will receive a half-electricity bill benefit from December 1, directly aiding 36 lakh households. Consumers using 200\u2013400 units will also receive half-bill benefits on 200 units for a year. This period, he said, allows families to install solar plants under the PM Surya Ghar Muft Bijli Yojana. In total, the scheme will benefit 42 lakh consumers across Chhattisgarh.<\/p>\n
He added that the State government is offering an additional subsidy of Rs 15,000 for 1 kW solar plants and Rs 30,000 for 2 kW or higher installations, accelerating the transition toward clean energy and reducing household dependence on electricity subsidies.<\/p>\n
Speaker Reflects on the Assembly\u2019s Legacy
\nAssembly Speaker Dr Raman Singh said 25 members, including 15 from the ruling party and 10 from the opposition, contributed to the special session discussions. He recalled that the Assembly has shaped key decisions including agricultural loans, road development and medical college approvals.<\/p>\n
He emphasised that the role of Speaker is one of responsibility, not power, and described December 2023 as an unforgettable moment in his public life. He noted that the State is close to overcoming Maoist extremism and praised the leadership that has given Chhattisgarh a distinct identity.<\/p>\n
