TFP Bureau, New Delhi, November 19, 2025: In a major step aimed at improving consumer protection and curbing financial fraud, the Telecom Regulatory Authority of India (TRAI) on Wednesday issued a Direction mandating phase-wise adoption of the dedicated \u20181600\u2019 numbering series by entities in the Banking, Financial Services and Insurance (BFSI) sector. The mandate applies to organisations regulated by the Reserve Bank of India (RBI), Securities and Exchange Board of India (SEBI) and the Pension Fund Regulatory and Development Authority (PFRDA).<\/p>\n
The dedicated numbering series, assigned by the Department of Telecommunications (DoT), has been created to clearly distinguish service-related and transactional calls made by regulated financial institutions from other commercial or unknown calls. Officials said the use of this series will help citizens reliably verify the authenticity of calls from banks, NBFCs, mutual funds and pension fund entities, thereby reducing risks associated with impersonation and fraudulent activities.<\/p>\n
Over the past several months, TRAI has held regular consultations with Telecom Service Providers (TSPs) and financial-sector regulators to advance adoption of the 1600 series. As a result, nearly 485 entities have already begun using these numbers, subscribing to more than 2,800 connections. However, TRAI noted that many financial institutions continue to use regular 10-digit numbers for customer interactions, a practice that could expose consumers to fraudulent calls made under the guise of trusted entities.<\/p>\n
Following deliberations of the Joint Committee of Regulators (JCoR) and inputs from RBI, SEBI and PFRDA, TRAI has now issued a detailed implementation schedule requiring mandatory migration in a phased manner.<\/p>\n
Phase-Wise Adoption Schedule Announced<\/strong><\/p>\n SEBI-Regulated Entities RBI-Regulated Entities PFRDA-Regulated Entities TRAI added that discussions with the Insurance Regulatory and Development Authority of India (IRDAI) are still underway, and the cut-off dates for insurers will be announced separately.<\/p>\n Officials emphasised that structured and time-bound implementation of the 1600-series will significantly enhance consumer trust in financial communication systems. \n\u2022 Other SEBI-registered intermediaries may voluntarily migrate after verification of their registration details.<\/p>\n
\n\u2022 Commercial banks, including public, private and foreign banks, must onboard by January 1, 2026.
\n\u2022 Large NBFCs with assets above \u20b95,000 crore, Payment Banks and Small Finance Banks must migrate by February 1, 2026.
\n\u2022 Smaller NBFCs, Co-operative Banks and Regional Rural Banks must complete adoption by March 1, 2026.<\/p>\n
\n\u2022 Central Recordkeeping Agencies and Pension Fund Managers must onboard by February 15, 2026.<\/p>\n
