TFP Bureau, Raipur, November 20, 2025: The Urban Administration & Development (UAD) Department has issued detailed instructions to all urban local bodies across Chhattisgarh to identify and earmark suitable sites for the scientific and safe disposal of cattle and other animal carcasses, acting upon the directive given by Chief Minister Shri Vishnu Deo Sai during last month\u2019s Collector\u2013SP Conference in Raipur. The department has emphasised strict adherence to environmental standards, public health safeguards, and biosecurity protocols, making it mandatory for urban bodies to complete carcass disposal within 48 hours of reporting.<\/p>\n
The circular, dispatched to Commissioners of Municipal Corporations, Chief Municipal Officers of Municipal Councils, and Nagar Panchayats, highlights the need for a structured, hygienic, and legally compliant disposal system. It states that each urban local body must identify a scientifically suitable location, away from densely populated and environmentally sensitive areas, to carry out carcass disposal without posing health risks to nearby residents.<\/p>\n
The department has insisted that the identified sites must follow norms related to groundwater protection, soil safety, and controlled access, ensuring that the disposal process remains fully compliant with eco-sensitive and biosecurity guidelines. It further notes that unregulated dumping or roadside abandonment of dead animals has often led to sanitation issues, foul odour, contamination risks, and increased vulnerability to disease outbreaks\u2014concerns the government aims to eradicate through systematic oversight and mandated timelines.<\/p>\n
According to the circular, the procedural framework for carcass disposal is governed by Section 258 of the Chhattisgarh Municipal Corporation Act, 1956, which deals specifically with the removal and disposal of dead animals. The directive also refers to the Model Bye-laws, 2002, relating to waste and refuse management, and Section 289 of the Chhattisgarh Municipalities Act, 1961, which lays down special provisions for the safe disposal of animal remains. Urban bodies have been reminded to align their work with these statutory norms while planning disposal sites and operational mechanisms.<\/p>\n
The UAD Department has also stressed the importance of establishing dedicated \u201ccarcass disposal zones\u201d within municipal limits. These zones must include all necessary arrangements for excavation, burial, lime treatment, or other scientifically approved methods, depending on the terrain and ecological considerations of each urban area. Local bodies have been directed to deploy suitable manpower, maintain vehicles designated for carcass transport, and ensure that all safety precautions\u2014such as use of disinfectants, protective gear, and proper sealing of disposal pits\u2014are meticulously followed.<\/p>\n
Highlighting the accountability mechanism in place, the circular reiterates that animal carcass disposal falls under the Public Service Guarantee Act, 2011, which mandates that the service be delivered within a strict timeframe of 48 hours. Any delay, the department noted, could not only violate statutory provisions but also compromise public health and sanitation standards. To monitor compliance, urban bodies have been asked to maintain detailed logs of service requests, disposal timelines, and site inspections.<\/p>\n
Senior officers have been instructed to periodically review implementation at the municipal level, ensuring that the Chief Minister\u2019s directive is fulfilled across all districts.
