TFP Bureau, <\/i>Raipur, December 8, 2025: In a significant move to enhance transparency, simplify valuation procedures and support balanced urban development, the Central Valuation Board has approved a series of key reforms following a detailed review of public suggestions, representations and proposals relating to the revision of guideline rates. All decisions have come into immediate effect.<\/p>\n
A major decision involves discontinuing the incremental method previously used for valuing plots up to 1,400 sq metres in urban areas. The Board has reinstated the earlier slab-based system, under which valuation will now be carried out up to 50 decimals in Municipal Corporation limits, 37.5 decimals in Municipal Councils and 25 decimals in Nagar Panchayat areas. Officials said the change will make valuation procedures more straightforward and transparent for property owners.<\/p>\n
The Board has also revoked the long-standing provision of calculating market value on the basis of super built-up area for the transfer of flats, shops and offices in multi-storey buildings. Going forward, valuation will be done strictly on built-up area. This provision, continuing since the era of the erstwhile Madhya Pradesh administration, had been widely demanded for revision. The change is expected to encourage vertical development and promote more efficient utilisation of urban land.<\/p>\n
In a relief-oriented step for buyers and developers, the Board has approved reductions in valuation for different floors in multi-storey residential and commercial buildings. Basements and first floors will now receive a 10 per cent reduction in valuation, while upper floors\u2014from the second floor onward\u2014will receive a 20 per cent reduction. The measure is aimed at improving affordability for middle-class buyers and boosting cost-effective commercial space.<\/p>\n
Further, properties situated more than 20 metres from the main road within commercial complexes will now be valued with a 25 per cent reduction in plot rate. The distance will be measured from the constructed portion facing the main road, making the valuation criteria more realistic and equitable.<\/p>\n
The Central Valuation Board has instructed district-level valuation committees to examine new objections, petitions and suggestions received after the latest guideline revisions. Committees have been asked to submit proposals for additional revisions by December 31, following which the Board will review and finalise the updated guideline rates.<\/p>\n
