TFP Bureau, Raipur, December 25, 2025: Chief Minister Vishnu Deo Sai on Wednesday announced the Chief Minister\u2019s Excellence Awards 2025\u201326, recognising some of the most impactful and innovative governance initiatives implemented across Chhattisgarh\u2019s districts and state departments. Instituted by the Department of Good Governance and Convergence, the awards underscore the state\u2019s shift towards outcome-based, technology-enabled and citizen-focused public administration.<\/p>\n
Speaking on the occasion, the Chief Minister said governance must continuously evolve to meet citizens\u2019 expectations with transparency, speed and integrity. He observed that excellence in public service today lies not merely in policy formulation or expenditure, but in measurable outcomes, scalability and the ability to solve complex grassroots challenges. The awards, he said, reflect a growing culture of innovation within the administrative system.<\/p>\n
The announcement coincided with Good Governance Day, observed on the birth anniversary of former Prime Minister Atal Bihari Vajpayee, reinforcing the state\u2019s commitment to ethical, responsive and reform-oriented governance.<\/p>\n
A total of 312 entries were received for the awards, including 275 submissions from districts and 37 from state departments, indicating widespread participation and creative problem-solving across all levels of government. Following a rigorous multi-stage evaluation process, 55 innovations were shortlisted in the first round, 13 reached the final stage and 10 initiatives were ultimately selected as winners, equally divided between district-level and departmental categories. The evaluation framework prioritised outcomes, scalability and innovation, ensuring recognition of initiatives with real-world impact.<\/p>\n
Among district-level winners, Dantewada\u2019s blockchain-based land record digitisation emerged as a standout reform, reducing land record retrieval time from weeks to minutes while eliminating document fraud through tamper-proof digital architecture. Jashpur\u2019s Nirman Jashpur platform demonstrated how integrated digital monitoring can transform infrastructure governance by tracking over 7,300 works across multiple departments and gram panchayats.<\/p>\n
Mohla-Manpur-Ambagarh Chowki\u2019s augmented take-home ration initiative addressed severe acute malnutrition among children, achieving a recovery rate of over 77 per cent through evidence-based nutritional interventions. Gariyaband\u2019s elephant tracking and alert application showcased technology-led solutions for mitigating human-wildlife conflict, significantly reducing casualties and crop damage.<\/p>\n
Narayanpur\u2019s Intify intelligence tool highlighted the role of data integration in internal security, enabling improved coordination and predictive planning in Left Wing Extremism-affected areas.<\/p>\n
At the departmental level, the Education Department\u2019s Vidya Samiksha Kendra was recognised for data-driven monitoring of schools, teachers and students, supporting early dropout detection and informed decision-making. The Commerce and Industries Department\u2019s One Click single-window system streamlined 136 services across 16 departments, strengthening ease of doing business and investor confidence.<\/p>\n
Other award-winning initiatives included comprehensive excise e-governance reforms by the Commercial Tax Department, the Forest Department\u2019s FDS 2.0 digital payment system ensuring transparent and timely wage payments, and QR code-based information disclosure under MGNREGA, which enhanced transparency and citizen empowerment across thousands of gram panchayats.<\/p>\n
Chief Minister Sai said the awards are not an end but a beginning, signalling that Chhattisgarh\u2019s future governance will be driven by innovation, data and citizen trust. The awardees will undergo leadership development training at a premier management institution to help scale these initiatives across the state.<\/p>\n
