\u00a0Higher duty-free limits, simplified procedures, digital declarations and expanded passenger-friendly concessions mark a major overhaul of India\u2019s customs baggage framework.<\/em><\/h4>\n

TFP Bureau, New Delhi, February 2, 2026:
\nIn a significant move aimed at modernising customs procedures and enhancing passenger convenience, the Central Government has notified the Baggage Rules, 2026, along with the new Customs Baggage (Declaration and Processing) Regulations, 2026. A comprehensive Master Circular has also been issued to consolidate and streamline the implementation of the revised framework.<\/p>\n

The new rules are designed to simplify procedures, enhance transparency, enable electronic and advance declarations, and ensure smoother and faster clearance for international passengers. The reforms come in response to changing economic conditions, rising volumes of international travel and evolving passenger expectations, and have been finalised after extensive consultations with stakeholders, including various ministries, airport operators and passenger representatives.<\/p>\n

According to officials, the revamped baggage regime reflects a facilitative and passenger-centric approach while ensuring uniform implementation across customs formations nationwide.<\/p>\n

Enhanced General Duty-Free Allowance<\/h3>\n

One of the most notable features of the Baggage Rules, 2026 is the enhancement of the general duty-free allowance, revised in line with present-day travel realities. Under the new provisions, the duty-free entitlement has been increased to \u20b975,000 for residents, tourists of Indian origin and foreigners holding valid non-tourist visas. Tourists of foreign origin are eligible for a duty-free allowance of \u20b925,000, while crew members are entitled to \u20b92,500.<\/p>\n

However, passengers arriving through land borders will not be eligible for any general duty-free allowance, in line with existing policy considerations.<\/p>\n

Simplified Transfer of Residence Benefits<\/h3>\n

The rules also introduce a simplified and modernised structure for transfer of residence benefits. Eligible passengers shifting residence to India can avail duty-free benefits based on the duration of their stay abroad. Those who have stayed abroad for up to 12 months can claim benefits up to \u20b91.5 lakh, while passengers with a stay of one to two years are eligible for \u20b93 lakh. For those who have resided abroad for over two years, the benefit has been enhanced to \u20b97.5 lakh.<\/p>\n

The government has rationalised the process by introducing a single consolidated list of duty-free articles with an overall value cap, replacing multiple earlier lists and conditions.<\/p>\n

Special Allowances for Jewellery<\/h3>\n

In another passenger-friendly reform, special allowances for jewellery have been revised by removing outdated value-based caps and shifting to a weight-based system. Under the new rules, eligible returning residents and tourists of Indian origin who have stayed abroad for more than one year can bring jewellery duty-free purely on a weight basis\u2014up to 40 grams for women and up to 20 grams for others.<\/p>\n

Provisions for Temporary Import and Re-import<\/h3>\n

To address long-standing passenger concerns regarding temporary carriage of goods, the new rules introduce provisions for temporary import and re-import of baggage. Customs authorities will issue temporary baggage import or export certificates, allowing hassle-free clearance at arrival and departure and preventing unnecessary detention of goods.<\/p>\n

Consolidated Concessions and New Facilities<\/h3>\n

The Baggage Rules, 2026 formally incorporate several concessions that were earlier governed by separate circulars. These include duty-free import of one laptop for passengers above 18 years of age and duty-free import of pets, subject to prescribed conditions. By consolidating these benefits into the rules, the government aims to reduce ambiguity and improve clarity for travellers.<\/p>\n

New Regulations and Master Circular<\/h3>\n

The newly notified Customs Baggage (Declaration and Processing) Regulations, 2026, along with the Master Circular, consolidate and revise as many as 35 earlier circulars. They provide detailed guidance on operational aspects, documentation requirements and procedural steps, ensuring uniform interpretation and application of the new baggage rules across the country.<\/p>\n

Focus on Passenger Facilitation<\/h3>\n

Officials said the revised baggage framework places strong emphasis on passenger facilitation through higher duty-free limits, reduced detention of goods, digital and advance declarations, and simplified procedures. The reforms are expected to significantly improve the travel experience while strengthening India\u2019s image as a globally connected and tourism-friendly destination.<\/p>\n
