TFP Bureau, Raipur, February 4, 2026: In a major push to innovation-led growth and youth entrepreneurship, the Chhattisgarh Cabinet on Tuesday approved the Chhattisgarh Innovation and Startup Promotion Policy 2025\u201330<\/strong>, marking a decisive step towards transforming the state into a vibrant startup and innovation hub. The decision was taken at a meeting of the Council of Ministers held at Mahanadi Bhawan under the chairmanship of Chief Minister Shri Vishnu Deo Sai.<\/p>\n

State government officials said the new policy has been designed in alignment with the long-term roadmap of \u201cAmrit Kaal: Chhattisgarh Vision @2047\u201d<\/strong>, which envisages innovation-driven industries as a key pillar of sustainable economic growth. While earlier industrial policies carried limited provisions for startups, the absence of a dedicated and comprehensive startup policy had constrained incubation, investment inflows and innovation momentum in the state. The newly approved framework seeks to address these gaps through structured financial, institutional and regulatory support.<\/p>\n

Under the policy, only startups formally recognised by the Chhattisgarh government will be eligible to avail incentives and assistance. To nurture early-stage innovation, Proof of Concept (PoC)-based startups will be provided seed funding of up to \u20b910 lakh<\/strong> for the development of a Minimum Viable Product (MVP). This support is expected to help young entrepreneurs convert ideas into commercially viable products and services.<\/p>\n

A key highlight of the policy is the announcement of a \u20b9100 crore Chhattisgarh Startup (Capital) Fund<\/strong>, aimed at improving access to growth capital within the state. Investments from this fund will be routed through SEBI-registered Alternative Investment Funds (AIFs)<\/strong>, enabling startups to attract professional investment and scale operations without relocating to other states.<\/p>\n

To further ease access to institutional finance, the Cabinet approved the creation of a \u20b950 crore Credit Risk Fund<\/strong>, which will provide credit guarantees for collateral-free bank loans of up to \u20b91 crore to eligible startups. Recognised startups will also be entitled to an interest subsidy of up to 75 per cent for five years<\/strong> on term loans or working capital, subject to a maximum cap of \u20b950 lakh.<\/p>\n

The policy places strong emphasis on market access and visibility for startups. To this end, startups will receive 50 per cent reimbursement of expenses<\/strong> incurred for participating in national and international startup events, including travel, registration and exhibition stall charges. Financial support will also be provided for digital advertising and promotional activities, while startups that successfully raise external capital will be eligible for additional incentives.<\/p>\n

Several regulatory and operational relaxations have been incorporated to improve ease of doing business. These include relaxation in government procurement norms<\/strong>, exemption from stamp duty on land and building-related documents<\/strong>, and rental subsidy for up to three years<\/strong> for startups operating from incubation centres or rented premises. Assistance will also be extended for fixed capital investment, quality certifications, patents, preparation of project reports and procurement of technology from government research institutions.<\/p>\n

Employment generation has been identified as a core objective of the policy. Startups creating more than 10 permanent jobs will receive monthly assistance of up to \u20b96,000 per female employee<\/strong> and \u20b95,000 per male employee<\/strong>. Additional incentives have been announced for inclusive hiring, with startups employing specially-abled persons, retired Agniveers, and individuals affected by or victims of Naxalism<\/strong> eligible for a wage subsidy of up to 40 per cent for five years<\/strong>.<\/p>\n

Officials said the comprehensive policy framework is expected to significantly improve Chhattisgarh\u2019s performance in the State Startup Ranking<\/strong> released by the Department for Promotion of Industry and Internal Trade (DPIIT), while enhancing the state\u2019s attractiveness to investors, incubators and innovation-driven enterprises.<\/p>\n

With the rollout of the Chhattisgarh Innovation and Startup Promotion Policy 2025\u201330, the state government expects a surge in startup formation, higher investment inflows and large-scale employment opportunities for youth, positioning Chhattisgarh as a competitive and startup-friendly destination on the national innovation map.<\/p>\n","protected":false},"excerpt":{"rendered":"
