<\/p>\nTFP Bureau, New Delhi, February 4, 2026: The Indian Institute of Corporate Affairs (IICA), under the Ministry of Corporate Affairs, has organised a specialised training programme on the Companies Act, Competition Law and the Insolvency and Bankruptcy Code (IBC) for officers of the Indian Economic Service (IES) and Indian Trade Service (ITS). The five-day programme is being conducted from February 2 to February 6, 2026, at the IICA campus in IMT Manesar, with the participation of 21 officer trainees.<\/p>\n
The initiative aims to strengthen the officers\u2019 understanding of India\u2019s corporate regulatory framework and governance practices, aligning legal and economic perspectives with their professional roles in policymaking, regulation and administration. The programme has been designed to provide both conceptual clarity and practical exposure to the evolving legal architecture governing corporate affairs in the country.<\/p>\n
According to IICA officials, the training seeks to sensitise participants to key domains such as the Companies Act, Competition Law, corporate finance and insolvency law, while enhancing their analytical and regulatory capabilities. Emphasis has been placed on understanding how these laws operate in real-world situations and how regulatory decisions influence markets, businesses and overall economic growth.<\/p>\n
During the programme, officers are receiving detailed inputs on a wide range of subjects, including the management of company affairs; powers, functions and investigation procedures of the Competition Commission of India; economics and law-making; regulatory governance; anti-competitive agreements; abuse of dominant position; corporate finance; debt and default mechanisms; and data-driven decision-making. Special focus is also being given to the Insolvency and Bankruptcy Code as an evolving economic law, the Corporate Insolvency Resolution Process, and the roles of the National Company Law Tribunal and the National Company Law Appellate Tribunal.<\/p>\n
The training programme features an eminent panel of experts drawn from regulatory institutions, academia and legal practice. Resource persons include Shri Sudhaker Shukla, former member of the Insolvency and Bankruptcy Board of India and head of the Centre for Insolvency and Bankruptcy at IICA; Shri Gyaneshwar Kumar Singh, Director General and CEO of IICA; Shri Dhanendra Kumar, former chairperson of the Competition Commission of India; Dr M S Sahoo, former chairperson of the Insolvency and Bankruptcy Board of India; Shri G P Madaan, founder of Madaan Law Offices; Shri Samir Gandhi, partner at Axiom5 Law Chambers; and several other senior professionals and subject-matter experts.<\/p>\n
The programme was formally inaugurated by Shri Gyaneshwar Kumar Singh, Director General and CEO of IICA. In his inaugural address, he noted that the Ministry of Corporate Affairs oversees one of the largest regulatory architectures in the country, encompassing institutions such as the Insolvency and Bankruptcy Board of India, Competition Commission of India, National Financial Reporting Authority, Institute of Chartered Accountants of India, Institute of Company Secretaries of India and the Cost Accountants of India. Highlighting the importance of trust-based regulation, he encouraged officers to explore specialised areas within corporate affairs during the course of the programme.<\/p>\n
At the opening session, Shri Sudhaker Shukla highlighted the three critical pillars of ease of doing business in India \u2014 freedom of entry, freedom to operate and freedom to exit. He underlined their relevance to corporate sustainability and linked them to the legislative framework of the Companies Act, 2013, the Competition Act, 2002 and the Insolvency and Bankruptcy Code, 2016.<\/p>\n
The inaugural session was further enriched by an address from Shri Dhanendra Kumar, retired IAS officer and the first chairperson of the Competition Commission of India. He traced the evolution of India\u2019s competition law framework from the Monopolies and Restrictive Trade Practices Act to the present-day competition regime, sharing insights on institution-building based on his extensive administrative experience.<\/p>\n
In subsequent technical sessions, Shri G P Madaan elaborated on corporate law fundamentals, governance structures and directors\u2019 responsibilities, connecting statutory provisions with real-world corporate practices. This was followed by an interactive session by Shri Samir Gandhi, who provided a practitioner\u2019s perspective on the development of competition law in India, drawing from his experience in landmark antitrust cases and regulatory advisory work.<\/p>\n
The programme concluded with a vote of thanks delivered by Dr Pyla Narayana Rao, Associate Professor, School of Corporate Law and Competition Law, IICA.
