TFP Bureau, New Delhi, February 12, 2026: The Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS) organised a specialised half-day workshop on the Corporate Insolvency Resolution Process (CIRP) under the Insolvency and Bankruptcy Code (IBC), 2016, aimed at strengthening the institutional understanding of insolvency-related procedures among key decision-makers of the Employees\u2019 Provident Fund Organisation (EPFO). The programme brought together members of the Central Board of Trustees (CBT), members of the CBT Investment Committee and senior EPFO officials to deliberate on legal, financial and administrative dimensions of insolvency cases affecting subscriber interests.<\/p>\n
The workshop was attended virtually by Central Provident Fund Commissioner Shri Ramesh Krishnamurthi and Financial Adviser and Chief Accounts Officer Ms Roli Shukla Malge, along with Director PDUNASS Shri Kumar Rohit and Additional Central Provident Fund Commissioner Shri M. M. Ashraf. Officials from the EPFO headquarters and PDUNASS also participated, reflecting the institutional importance attached to capacity building in complex financial and legal matters.<\/p>\n
Addressing participants, Shri Krishnamurthi emphasised that statutory bodies like EPFO must maintain a clear and updated understanding of insolvency laws and procedures to ensure timely and well-informed decisions. He noted that insolvency proceedings often involve intricate legal frameworks and financial implications, making it essential for trustees and administrators to be fully conversant with the provisions of the IBC. Such preparedness, he said, plays a crucial role in protecting the interests of millions of EPFO subscribers while ensuring compliance with evolving regulatory norms.<\/p>\n
Shri Kumar Rohit highlighted that training initiatives of this nature enhance institutional confidence and decision-making capability, particularly in situations involving corporate defaults, restructuring processes and recovery mechanisms. He said the workshop was designed to provide contextual clarity to leadership personnel who must address real-world insolvency scenarios requiring prompt and legally sound responses.<\/p>\n
The technical sessions covered a wide range of topics, including the structure of the insolvency resolution framework, legal finality of proceedings, post-resolution recovery mechanisms, statutory exceptions, procedural safeguards and administrative closure processes. Experts guided participants through case-based discussions and interactive deliberations, enabling trustees and officers to better understand the practical implications of the law and its application in institutional decision-making.<\/p>\n
Participants engaged in detailed exchanges on sensitive issues such as priority of claims, protection of employee benefits during insolvency proceedings, and coordination with resolution professionals and adjudicating authorities. Officials said these discussions helped clarify procedural ambiguities and strengthened awareness of the safeguards available under the IBC framework.<\/p>\n
The initiative reflects PDUNASS\u2019s continuing role as the apex training institution of EPFO under the Ministry of Labour and Employment. Established in 1990, the academy conducts training, research and consultancy programmes in social security administration and policy. Through specialised workshops and knowledge-building sessions, it seeks to enhance professional competence across the organisation and ensure that EPFO remains equipped to respond effectively to emerging financial, legal and governance challenges.<\/p>\n
Officials noted that strengthening institutional expertise in insolvency matters is increasingly important in a dynamic economic environment where corporate restructuring and resolution proceedings have become more frequent.
