{"id":6515,"date":"2026-03-21T17:05:08","date_gmt":"2026-03-21T17:05:08","guid":{"rendered":"https:\/\/thefrontpage24.com\/?p=6515"},"modified":"2026-03-21T17:05:08","modified_gmt":"2026-03-21T17:05:08","slug":"chhattisgarh-passes-twin-bills-to-reform-recruitment-system-crack-down-on-exam-malpractice","status":"publish","type":"post","link":"https:\/\/thefrontpage24.com\/?p=6515","title":{"rendered":"Chhattisgarh Passes Twin Bills to Reform Recruitment System, Crack Down on Exam Malpractice"},"content":{"rendered":"<h4><em>New anti-cheating law introduces strict penalties; Staff Selection Board to streamline hiring and ensure transparency<\/em><\/h4>\n<p>TFP Bureau, Raipur, March 21,2026: In a major push to strengthen transparency and credibility in the recruitment system, the Chhattisgarh Legislative Assembly on Thursday passed two key legislations\u2014the Chhattisgarh (Prevention of Unfair Means in Public Recruitment and Professional Examinations) Bill, 2026, and the Chhattisgarh Staff Selection Board Bill, 2026.<\/p>\n<p>Chief Minister Vishnu Deo Sai said the twin measures mark a \u201cdecisive step\u201d towards ensuring a fair, transparent and time-bound recruitment process, while restoring trust among lakhs of aspirants across Chhattisgarh.<\/p>\n<h3>Stringent Law to Curb Cheating and Paper Leaks<\/h3>\n<p>The newly passed anti-cheating law introduces comprehensive provisions to eliminate unfair practices in recruitment and entrance examinations. The legislation specifically criminalises activities such as question paper leaks, impersonation through dummy candidates, and use of electronic devices for cheating.<\/p>\n<p>Under the new framework, offenders may face imprisonment ranging from three to ten years along with fines of up to \u20b910 lakh. In cases involving organised crime, penalties can go up to \u20b91 crore, accompanied by confiscation of property.<\/p>\n<p>The Chief Minister said the law is aimed at protecting the interests of deserving candidates and ensuring that merit remains the sole criterion for selection. \u201cThe youth are the foundation of a developed state, and it is essential that recruitment processes remain fair and transparent,\u201d he said during the discussion in the House.<\/p>\n<h3>Strict Accountability and Investigation Mechanism<\/h3>\n<p>The legislation also fixes accountability on all stakeholders involved in the examination process, including conducting agencies, IT service providers and examination centre authorities, to prevent lapses at any stage.<\/p>\n<p>Candidates found guilty of using unfair means will have their results cancelled and may be debarred from appearing in examinations for a period of one to three years.<\/p>\n<p>To maintain the integrity of investigations, the law mandates that probes into examination-related offences will not be conducted by officers below the rank of Sub-Inspector. The state government has also been empowered to hand over cases to specialised investigative agencies if required.<\/p>\n<p>The provisions will apply to examinations conducted by bodies such as the Chhattisgarh Public Service Commission, Chhattisgarh Professional Examination Board (Vyapam), and various government departments, boards and corporations.<\/p>\n<h3>Staff Selection Board to Streamline Recruitment<\/h3>\n<p>Complementing the anti-cheating law, the Assembly also passed the Chhattisgarh Staff Selection Board Bill, 2026, paving the way for the creation of the Chhattisgarh Staff Selection Board.<\/p>\n<p>The Board will conduct recruitment for Class III and Class IV posts across government departments, statutory bodies and institutions, with the objective of ensuring a unified, transparent and time-bound selection process.<\/p>\n<p>Sai said the current system often creates difficulties for candidates due to multiple recruitment notifications, varying eligibility criteria and separate examination processes across departments. \u201cThis reform will simplify the system and reduce the burden on aspirants,\u201d he noted.<\/p>\n<h3>Regular Exam Calendar, Faster Recruitment<\/h3>\n<p>Under the new \u0935\u094d\u092f\u0935\u0938\u094d\u0925\u093e, the Staff Selection Board will release a regular examination calendar, enabling candidates to plan their preparation in advance. The government also aims to ensure that recruitment processes are completed within fixed timelines, reducing delays that have often affected job aspirants.<\/p>\n<p>The Chief Minister informed that recruitment for more than 32,000 posts is currently underway, and the new institutional framework will help organise and expedite these processes.<\/p>\n<p>The Board will have a Chairperson and up to three members, supported by a Secretary, Controller of Examinations and other staff. It will also have the authority to engage external agencies for conducting examinations, ensuring efficiency and professional management.<\/p>\n<h3>Uniformity and Transparency in Selection<\/h3>\n<p>The establishment of the Board is expected to bring uniformity in examination patterns, selection procedures and evaluation systems. It will also facilitate joint recruitment examinations where required, optimising resources and reducing duplication of efforts.<\/p>\n<p>Officials said the move will not only enhance administrative efficiency but also improve accessibility for candidates, particularly those from rural and economically weaker sections.<\/p>\n<h3>Boost to Youth Confidence<\/h3>\n<p>The Chief Minister emphasised that both legislations are designed to instil confidence among the youth and ensure that opportunities are awarded purely on merit.<\/p>\n<p>\u201cThese reforms will eliminate irregularities, strengthen transparency and create a credible recruitment ecosystem.
