TFP Bureau, Raipur, April 28,2026: Reiterating the state government\u2019s commitment to good governance and administrative transparency, Revenue Minister Tank Ram Verma conducted an extensive review meeting of the Revenue Department on Monday and issued a series of stringent directives aimed at improving efficiency, accountability and time-bound service delivery.<\/p>\n

The high-level meeting focused on expediting pending revenue cases, strengthening disaster preparedness mechanisms, modernising departmental operations and enhancing revenue collection across districts. Senior officials of the department were present during the review.<\/p>\n

Push for Speedy Disposal of Revenue Cases<\/h3>\n

A detailed district-wise assessment of pending cases in revenue courts was undertaken, covering matters such as mutation (transfer of ownership), partition, correction of revenue records, and land demarcation. Expressing concern over delays in certain districts, the Minister directed officials to ensure that error-correction and other routine cases are resolved strictly within the prescribed timeframe.<\/p>\n

He warned that failure to adhere to timelines would invite action under the provisions of the Public Service Guarantee Act. \u201cPublic service delivery must be prompt and transparent. Any laxity will not be tolerated,\u201d Verma said, emphasizing that citizens should not be made to wait unnecessarily for routine administrative processes.<\/p>\n

Acceleration of Digital Reforms and AgriStack Rollout<\/h3>\n

The Minister also reviewed progress under digital reform initiatives designed to modernize land and agricultural record management. He instructed officials to accelerate implementation of the AgriStack initiative, with special focus on geo-referencing of agricultural land parcels, digital crop surveys, and creation of a comprehensive farmer registry.<\/p>\n

Pending tasks under the \u2018Naksha Project\u2019 and geo-referencing activities were also discussed in detail. Verma directed that all such works be completed within the next three months to ensure accurate land records and improved service delivery.<\/p>\n

Officials were told that digitisation and technological integration would not only enhance transparency but also reduce disputes and improve planning in the agricultural sector.<\/p>\n

Distribution of Abadi Pattas and Welfare Scheme Monitoring<\/h3>\n

The Minister informed that guidelines have already been issued for distribution of residential land leases (Abadi Pattas) across all urban local bodies in the state. He directed revenue authorities to compile and submit details of all beneficiaries by July 31 to ensure transparency and proper monitoring.<\/p>\n

During the meeting, progress under key beneficiary-oriented schemes such as the Deendayal Upadhyay Landless Agricultural Labourer Welfare Scheme and the SVAMITVA Scheme was reviewed. Verma set clear targets for the next three months to accelerate the distribution of SVAMITVA property cards to eligible beneficiaries, stating that the scheme plays a vital role in securing property rights for rural residents.<\/p>\n

Disaster Preparedness and Infrastructure Safety<\/h3>\n

With the monsoon season approaching, the Minister laid special emphasis on disaster management preparedness. He directed that there must be no lapses in readiness at the district level. Specific instructions were issued regarding preventive measures against lightning strikes, strengthening early warning systems, and ensuring structural safety audits of school and hospital buildings.<\/p>\n

He also instructed officials in identified districts to expedite utilisation of funds allocated for fire services modernisation, ensuring procurement of necessary equipment and infrastructure upgrades without delay.<\/p>\n

Revenue Collection and Administrative Discipline<\/h3>\n

Reviewing revenue collection performance, Verma expressed dissatisfaction over the slow pace of revenue collection in Raipur district and directed that appropriate action be taken against the concerned official. He stressed that efficient revenue mobilisation is essential for funding developmental activities and welfare programmes.<\/p>\n

The Minister also reviewed the functioning of the Auto Diversion Portal and other digital platforms related to revenue administration. He emphasized the need for regular monitoring and technical improvements to eliminate bottlenecks.<\/p>\n

Administrative matters were also discussed, including workload distribution among Revenue Inspectors, procurement of vehicles for Tehsildars, timely completion of probation for Naib Tehsildars, and annual promotion processes for Tehsildars. Verma instructed that these processes be streamlined and conducted on schedule each year to maintain morale and operational efficiency within the department.<\/p>\n

Budgetary Review<\/h3>\n

The meeting concluded with a detailed discussion on the departmental budget for the financial year 2025\u201326 and preliminary planning for the 2026\u201327 budget. The Minister directed officials to align budget proposals with priority areas such as digital reforms, disaster management, and citizen-centric services.<\/p>\n
