Urban Development Equals State Development; Benefits of Government Schemes Must Reach the Last Person<\/em><\/h3>\n

TFP Bureau, Raipur, May 14, 2026: Sangita R., Secretary of the Department of Urban Administration and Development, held a comprehensive video conference meeting with officials of all 194 urban local bodies across Chhattisgarh on Wednesday, directing them to prioritise good governance, accountability, and citizen-centric service delivery.<\/p>\n

The meeting witnessed participation from Municipal Corporation Commissioners, Chief Municipal Officers, nodal officers, and officials representing Municipal Corporations, Municipal Councils, and Nagar Panchayats across the state. It marked the first occasion when the entire staff of all urban local bodies joined a single statewide meeting to review development initiatives and governance priorities.<\/p>\n

Addressing the officials, the Secretary emphasised that urban local bodies represent the public face of the government and play a crucial role in the overall development of the state. She stated that the progress of cities directly reflects the progress of the state and that ensuring access to clean drinking water, a hygienic environment, better civic amenities, and waste-free cities remains the foremost responsibility of urban administrations.<\/p>\n

She asserted that the government has provided adequate financial resources for implementing various development schemes, and therefore any negligence, irregularity, or delay in execution would not be tolerated. She directed Commissioners and Chief Municipal Officers to prepare clear and practical action plans to address local challenges in their respective jurisdictions and ensure that government schemes are effectively implemented at the grassroots level.<\/p>\n

The Secretary also stressed that officials must ensure visible and measurable outcomes of their work in every urban body. She encouraged officials to work with dedication so that development efforts translate into tangible improvements in the lives of citizens.<\/p>\n

Respect for Public Representatives and Coordination with Civic Leadership<\/h3>\n

During the meeting, the Secretary laid special emphasis on maintaining respect and coordination with elected public representatives. She stated that Mayors, Chairpersons, and other public representatives must be treated with the highest level of respect and that any form of disrespectful behaviour or inappropriate language toward them would not be tolerated.\"\"<\/p>\n

At the same time, she clarified that administrative officers are fully empowered to perform their duties independently and in accordance with rules and regulations. However, they must maintain a courteous, cooperative, and respectful approach while dealing with public representatives and citizens.<\/p>\n

She further announced that officials and civic bodies demonstrating outstanding performance would be recognised and honoured by the department, while strict disciplinary action would be taken against those found negligent or involved in misconduct. She assured officers that the department would stand firmly behind those who perform their duties honestly and in accordance with established rules.<\/p>\n

Nodal Officers to Guide and Monitor Urban Bodies<\/h3>\n

The Secretary instructed newly appointed nodal officers to act as mentors and guides for urban local bodies. They were directed to conduct regular inspections, review the progress of ongoing schemes, and provide necessary support and coordination to strengthen local governance.<\/p>\n

To enhance accountability and monitoring, officials at the civic body level were also instructed to take ward-wise responsibilities for development works and service delivery. She announced that division-wise video conferences would be conducted weekly, while monthly departmental review meetings would assess progress and address challenges.<\/p>\n

Strong Focus on Sanitation and Waste Management<\/h3>\n

Highlighting the importance of sanitation, the Secretary said that solid waste management is not solely the responsibility of the government but also a shared responsibility of officials and citizens. She directed urban bodies to ensure the segregation of wet and dry waste at the source and to adopt scientific waste management practices.<\/p>\n

She stressed that maintaining high standards of sanitation in cities and towns must be treated as a priority and warned that negligence in sanitation-related work would not be tolerated. Officials were also instructed to study and implement the latest waste management regulations effectively.<\/p>\n

Action Plans for Water Conservation and Rainwater Harvesting<\/h3>\n

The Secretary also directed officials to pay special attention to rainwater harvesting and groundwater conservation. Urban bodies were instructed to inspect buildings and prepare effective plans to promote rainwater harvesting systems.<\/p>\n

She asked officials to coordinate with the Public Health Engineering Department to regularly monitor groundwater levels and improve water infrastructure. The Secretary also emphasised measures such as handpump recharging, construction of soak pits, and development of local water conservation models to ensure that citizens do not face difficulties in accessing drinking water.<\/p>\n

Quality Implementation of Housing Schemes<\/h3>\n

While reviewing the implementation of the Pradhan Mantri Awas Yojana (Urban), the Secretary stated that a permanent house for a poor family represents dignity, stability, and security. She instructed urban bodies to conduct ward-wise surveys to identify eligible beneficiaries and ensure that housing benefits reach the maximum number of deserving families.<\/p>\n

She also emphasised strict monitoring of construction quality to ensure that beneficiaries receive durable and well-built houses. Civic bodies that have not yet submitted proposals under the housing scheme were directed to do so at the earliest.<\/p>\n

Stress on Financial Discipline and Legal Compliance<\/h3>\n

During the review of development works under the 15th Finance Commission Grants for Urban Local Bodies, along with projects related to drinking water, sanitation, and utilisation of untied funds, the Secretary highlighted the importance of financial discipline.<\/p>\n

She said government funds are meant for public welfare and must be utilised responsibly and transparently. All urban bodies were directed to submit details of pending works and expedite the completion of ongoing development projects.<\/p>\n

While reviewing court-related matters, she instructed officials to ensure that responses submitted to courts are accurate, well-prepared, and timely. Strict compliance with court orders was also emphasised, and she warned that any irregularity in departmental functioning would invite strict action.<\/p>\n

The Secretary also directed urban local bodies to focus on upgrading Anganwadis, health centres, pension centres, and model schools in urban areas. She emphasised that civic bodies should not limit their role to infrastructure construction alone but must actively contribute to improving social welfare services and civic amenities.<\/p>\n
