TFP Bureau, Raipur, July 9,2026: Chhattisgarh has taken a significant leap in digital governance with the successful implementation of technology-driven land administration reforms, achieving a 99.95 per cent success rate in auto-mutation and an 83.71 per cent disposal rate in auto-diversion cases, according to the Revenue, Disaster Management and Rehabilitation Department.<\/p>\n
The reforms, aimed at making land-related services faster, transparent and free from manual intervention, have substantially reduced the need for citizens to visit government offices repeatedly for mutation and land-use change applications. The initiatives are expected to benefit farmers, homebuyers, businesses and investors by ensuring quicker delivery of revenue services.<\/p>\n
Official data shows that out of 1,40,607 registered property deeds, 1,40,536 have been processed through the auto-mutation system, leaving only 71 cases pending. The department said the record success rate reflects the effectiveness of the digital system in updating land ownership records immediately after property registration.<\/p>\n
Similarly, under the auto-diversion system, 4,739 of the 5,661 applications received have been disposed of, achieving an 83.71 per cent resolution rate. The remaining cases are primarily pending due to incomplete documentation, discrepancies in fee payments or land-use proposals that do not conform to Town and Country Planning norms.<\/p>\n
The department said the automation of mutation has eliminated the need for separate applications and lengthy verification procedures that previously required repeated visits to tehsil offices and revenue officials. A technology-based lock mechanism developed by the National Informatics Centre (NIC) now ensures that fresh registration of a property cannot proceed if an earlier auto-mutation case relating to that property remains pending, thereby strengthening accountability in the revenue administration.<\/p>\n
District-wise performance also reflected the impact of the reforms. Koriya topped the state with a 100 per cent disposal rate under the auto-diversion system, followed by Korba, Mungeli and Balod. Dhamtari secured a place among the top five districts by resolving 153 of 165 cases, recording a success rate of 92.73 per cent.<\/p>\n
The Revenue Department is now expanding the digital ecosystem with several new modules. Integration with the National Generic Document Registration System (NGDRS) will automate premium calculations based on government guideline rates. A new “Diverted to Diverted” module will enable changes in land use within already diverted land parcels within a prescribed 15-day timeframe.<\/p>\n
Another proposed module will facilitate processing of applications involving multiple khasra numbers through a single online application, while an upcoming recovery module will help authorities monitor outstanding premiums, record past payments and manage land revenue recovery through a digital dashboard.<\/p>\n
The state government has also outlined further reforms to be implemented by December 2026, including satellite and drone-based land mapping, integration of No Objection Certificates (NOCs) with the Town and Country Planning system and a comprehensive upgrade of the state’s land records portal.<\/p>\n
