TFP Bureau, Raipur, September 28,2026hief Secretary Vikas Sheel has directed Secretaries of all State government departments to work on clearly defined, time-bound action plans and ensure that assigned tasks are completed within stipulated deadlines.<\/p>\n
Mr. Sheel issued the directions during a meeting of departmental Secretaries, Additional Chief Secretaries and Principal Secretaries at Mantralaya Mahanadi Bhawan on Monday. The meeting reviewed the progress of key government schemes and departmental activities.<\/p>\n
The Chief Secretary directed departments to complete preparations for the upcoming paddy procurement season and ensure necessary arrangements for Kharif marketing.<\/p>\n
The Public Health Engineering Department was asked to prepare improved action plans for drinking water schemes, while the Water Resources Department was directed to formulate plans for water management and treatment in urban and industrial areas.<\/p>\n
The Urban Administration and Development Department was asked to prepare \u2018City Water Plans\u2019 in line with the vision of Viksit Bharat 2047. The Transport Department was directed to focus on promoting electric vehicles, while the Food Department was asked to formulate a City Gas Distribution Policy.<\/p>\n
The departments were also instructed to complete preparations for Gram Sabhas scheduled from October 15 to 22.<\/p>\n
Mr. Sheel directed officials to finalise a departmental scorecard for monitoring schemes and activities at the district level. The system is intended to facilitate regular assessment of progress by District Collectors.<\/p>\n
He also called for strengthening the court monitoring system and directed the departments to coordinate with the Information Technology Department on proposals related to the PARAS portal for October.<\/p>\n
The Chief Secretary further instructed departments to upload reference copies of legal provisions, rules and government directives on the e-Gazette to ensure their easy availability to officials and departments.<\/p>\n
While reviewing pension-related matters, Mr. Sheel directed Heads of Departments to report the number of pending cases, the time taken for their disposal and overall progress.<\/p>\n
Instructions were also issued to link Annual Performance Appraisal Reports with iGOT and for departments to prepare action plans for employee capacity building.<\/p>\n
The departments were asked to provide details of vacant posts to the Staff Selection Board by September 30.<\/p>\n
The meeting also reviewed the Public Service Guarantee Act, preparations for Gram Sabhas scheduled for October 2, \u2018Reform Utsav\u2019 and the progress of \u2018Seva Setu\u2019. It was noted that 907 services across 38 departments are currently available online through the Seva Setu platform.<\/p>\n
Officials were also directed to take necessary action on amendments to the Fire Safety Act and accelerate activities related to the My Bharat Portal.<\/p>\n
Home Department Secretary Neha Champawat said information collected through the Anti-Narcotics Task Force would be consolidated and subsequently forwarded to the Government of India, enabling data received from different departments to be reported through a unified mechanism.<\/p>\n
The Chief Secretary concluded the meeting by directing departments to prepare clear action plans for capacity building, monitoring of departmental activities and achievement of identified targets within the prescribed timelines.<\/p>\n
