Major Administrative Reshuffle in Chhattisgarh: State Government Assigns New Responsibilities to Senior IAS Officers

Several key postings, additional charges and temporary appointments ordered to strengthen governance and streamline administration

TFP Bureau, Raipur, February 27, 2026: The Chhattisgarh government on Thursday issued a detailed order announcing a significant administrative reshuffle involving several Indian Administrative Service (IAS) officers, with the aim of ensuring smoother governance, better coordination among departments and effective delivery of public services.

According to the notification issued by the General Administration Department (GAD) from the Mantralaya at Nava Raipur, multiple officers have been assigned additional responsibilities, while some have been temporarily posted to key administrative positions until further orders.

Dr C.R. Prasanna, IAS (2006 batch), currently serving as Secretary of the Cooperation Department and holding additional charge as Secretary to the Governor, has been entrusted with the additional responsibility of Commissioner, Cooperation and Registrar, Cooperative Societies. The move is seen as part of the government’s effort to strengthen oversight and functioning of the cooperative sector in the state.

In another important decision, Kuldeep Sharma, IAS (2014 batch), who was serving as Registrar, Cooperative Institutions and holding additional charge as Managing Director of the Chhattisgarh Warehousing Corporation, has been temporarily appointed as Collector of Balodabazar–Bhatapara district. The appointment will remain effective until further orders, indicating the government’s confidence in his administrative experience.

Tirthraj Agrawal, IAS, Special Assistant to the Minister in charge of Forest and Climate Change, Water Resources, Skill Development and Cooperation, has been temporarily posted as Deputy Secretary in the Planning, Economic and Statistics Department. In addition, he has been given extra charge of Deputy Secretary, Department of Religious Trusts and Endowments, reflecting a consolidation of responsibilities in key policy-oriented departments.

Leena Kosam, IAS, has been retained as Examination Controller of the Chhattisgarh Public Service Commission (CGPSC), Nava Raipur, on a temporary basis. The government order also clarifies that from the date she assumes charge, the post of Examination Controller will be treated as equivalent in status and responsibility to a senior scale IAS cadre post under Rule 12 of the IAS (Pay) Rules, 2016.

Several other officers have been continued in their present positions. Soumil Ranjan Choubey, IAS, will continue as Deputy Secretary, Agriculture Department; Birendra Bahadur Panchbhai, IAS, will remain Additional Collector, Narayanpur; and Sumeet Agrawal, IAS, will continue as Commissioner, Municipal Corporation, Durg. Similarly, Sandeep Kumar Agrawal, IAS, has been retained as Chief Executive Officer of the District Panchayat, Bilaspur.

Ashish Kumar Tikariha, IAS, currently serving as Special Assistant to the Minister in charge of Finance, Commercial Tax, Housing, Environment and Planning, has been temporarily appointed as Managing Director of the Chhattisgarh Warehousing Corporation. The government has also declared this post to be equivalent to a senior scale IAS cadre position in terms of status and responsibility.

Rishabh Kumar Parashar, IAS, will continue as Deputy Secretary in the Finance Department, while Tarun Kumar Kiran, IAS, State Tax Joint Commissioner, has been temporarily posted as Special Duty Officer in the office of the Collector, Korba. His new assignment has also been accorded senior scale IAS equivalence under the relevant service rules.

The order, issued in the name of the Governor of Chhattisgarh and signed by Rajat Kumar, Secretary, General Administration Department, has been circulated to all concerned departments, district collectors and institutions for information and necessary action.
