TFP Bureau, Raipur, May 3, 2025: In a sweeping move toward transparent and citizen-friendly governance, Chhattisgarh Chief Minister Shri Vishnu Deo Sai today launched 10 major digital innovations in land registration services under the banner of Sushasan Tihar (Good Governance Festival). The new system promises to eliminate manual procedures, reduce corruption, and offer faster, more accessible land registry and transfer services — all from the comfort of home.
Launched at an event in Raipur’s Mayfair Resort, the reforms introduce an entirely online ecosystem for land registration and mutation, including features like auto deed generation, Aadhaar-based authentication, integration with DigiLocker, and real-time property transfer. These steps, according to the Chief Minister, mark a significant shift in governance and bring much-needed ease and efficiency to the public.
“No more repeated visits to government offices. Land registry and transfer can now be completed in just 15 to 20 minutes, without middlemen or waiting lines,” said CM Sai. “This is not just digital transformation—it’s a fundamental change in how we serve citizens. It will directly curb fraud, fake registries, and irregularities in revenue records.”
The CM emphasized that Chhattisgarh is the first state in the country to establish a Department of Good Governance and Convergence, under which the reforms were conceptualized and executed. “This is our commitment to bringing government services to the people, not the other way around,” he added.
Commercial Tax Minister Shri O.P. Choudhary and Revenue Minister Shri Tank Ram Verma highlighted how these reforms will reduce the burden on citizens, especially the middle class, and create a transparent, tamper-proof record-keeping mechanism. One of the most notable changes is that the transfer of land ownership now occurs instantly upon registration—removing the need for separate applications and lengthy follow-ups.
Among the key highlights of the reforms:

Home-based Registry & Transfer: No physical visit required; registry and mutation happen simultaneously.

Auto Deed Generation: Eliminates the need for deed writers, stamp vendors, and manual appointments.

Aadhaar-Linked Biometric Verification: Prevents impersonation and fraud.

Low-Cost Registration for Families: Nominal ₹500 fee for family-related property transfers.

Geo-tagging of Properties: Over 2 lakh properties already tagged through the Sugam App for enhanced identification and security.
Chief Secretary Shri Amitabh Jain described the changes as “a revolution of simplicity and ease,” stating that this model sets a national benchmark for digital governance.
Speaking with beneficiaries via video conference, villagers like Mohanlal Sahu from Balod shared that their land registry and transfer took less than 20 minutes—something that used to take weeks. “This felt like a dream. We didn’t even need to give a thumbprint,” he said, thanking the CM for the citizen-first approach.
The Chief Minister personally handed over digital transfer certificates to several property owners and launched a short film showcasing the transformation in the Registration Department.
The event was attended by senior officials including Chief Secretary Subodh Kumar Singh, IG Registration Pushpendra Meena, and State Industrial Development Corporation Chairman Rajiv Agarwal, along with hundreds of citizens.
These reforms are expected to impact millions across the state and lay the groundwork for broader digital integration across departments.
