TFP Bureau, New Delhi, September 16, 2025: The Ministry of Environment, Forest and Climate Change (MoEFCC) will actively participate in the Special Campaign 5.0, a month-long national initiative led by the Department of Administrative Reforms and Public Grievances (DARPG), scheduled from October 2 to October 31, 2025. The campaign aims to institutionalize cleanliness, streamline government functioning through record management, and ensure timely disposal of pending matters in offices across the country.
The initiative places special emphasis on field and outstation offices with public-facing roles, along with ministries, departments, attached offices, and autonomous bodies. To ensure systematic execution, the MoEFCC has rolled out a Preparatory Phase (September 15–30), during which nodal officers have been tasked with identifying sites for cleanliness drives, redundant files, scrap material, and other areas requiring attention. The Implementation Phase will follow, beginning on Gandhi Jayanti, and will run until October 31.
The campaign’s focus area for MoEFCC will be the disposal of e-waste generated in government offices, in accordance with the E-Waste Management Rules, 2022, and the ongoing National Plastic Pollution Reduction Campaign (NPPRC). Officials highlighted that these measures align with the Ministry’s broader commitment to environmental protection and sustainable practices in governance.
Achievements during the previous cycle (November 2024 – August 2025) reflect the campaign’s effectiveness: 5,623 public grievances were resolved, 4,025 redundant files weeded out, 4,268 square feet of space freed, and ₹14.46 lakh generated through scrap disposal. Additionally, 111 cleanliness campaigns were carried out across ministry offices and affiliated organizations.
To prepare for the upcoming drive, a workshop on record management, e-waste handling, and NPPRC was conducted earlier this month, and a review meeting chaired by the Additional Secretary, MoEFCC, on August 26, 2025 outlined the preparatory strategy. Divisions and subordinate offices have been instructed to set clear targets across twelve parameters, including parliamentary assurances, PMO references, inter-ministerial communications, and state government references.
Officials confirmed that the Ministry is committed to executing the campaign with sincerity and dedication, ensuring that every department contributes to the goals of cleaner workplaces, better space utilization, streamlined grievance redressal, and sustainable disposal practices. By the end of October, MoEFCC aims to demonstrate measurable results that reinforce both administrative efficiency and environmental responsibility.
