Department of Posts and BSNL Join Hands to Expand Mobile Connectivity Through Post Offices

TFP Bureau, New Delhi, September 17, 2025: In a major step to strengthen India’s digital infrastructure and expand mobile connectivity to the last mile, the Department of Posts (DoP) under the Ministry of Communications and Bharat Sanchar Nigam Limited (BSNL) signed a strategic Memorandum of Understanding (MoU) in New Delhi today. The agreement, signed by Ms. Manisha Bansal Badal, General Manager (Citizen Centric Services & RB) from the Department of Posts, and Shri Deepak Garg, Principal General Manager (Sales and Marketing – Consumer Mobility), BSNL, marks a new milestone in public sector collaboration aimed at bridging the country’s digital divide.

Under the MoU, India Post will leverage its extensive postal network of over 1.65 lakh post offices—one of the largest service networks in the world—to act as retail outlets for BSNL SIM card sales and mobile recharge services. This initiative is designed to make BSNL’s telecom services more affordable and accessible, particularly in rural and remote areas where connectivity has historically been limited. With the reach of India Post extending to almost every village and town, this collaboration is expected to transform post offices into vital hubs for digital connectivity.

The proof of concept for this initiative was successfully piloted in Assam, where post offices enabled SIM sales and recharge services for local citizens. The pilot demonstrated strong demand, especially in rural areas, validating the potential for nationwide rollout. Encouraged by these results, the Ministry of Communications approved the expansion of the model across the country.

Explaining the vision behind the initiative, Ms. Manisha Bansal Badal noted that India Post has long been regarded as one of the most trusted service providers in the country. She said, “This partnership combines the unparalleled reach of India Post with the telecom expertise of BSNL, ensuring that affordable and reliable mobile connectivity reaches even the remotest households. It is a step forward in empowering rural communities and supporting the government’s Digital India mission.”

Shri Deepak Garg emphasized the citizen-centric nature of the agreement, adding, “Through this collaboration, BSNL services will now be available at every nook and corner of the country. Citizens, particularly in rural and underserved regions, will be able to purchase SIMs and recharge their mobile phones conveniently at their nearest post office, saving both time and effort.”

As part of the operational framework, BSNL will supply SIM stock to post offices and provide necessary training to postal staff, while the Department of Posts will handle onboarding of new customers and ensure smooth transaction facilitation. The agreement, initially valid for one year from September 17, 2025, includes provisions for renewal. To maintain efficiency and security, both parties will jointly oversee monitoring mechanisms, conduct monthly reconciliations, and strictly adhere to cybersecurity and data privacy protocols.

Officials highlighted that beyond boosting telecom penetration, the initiative will support a range of government objectives, including Digital India, financial inclusion, and socio-economic development. Improved mobile access will also help rural citizens engage in online education, digital banking, e-commerce, and healthcare services, opening new avenues of opportunity.

The collaboration reflects the government’s focus on harnessing the strengths of public sector enterprises to improve citizen services. By aligning BSNL’s telecom infrastructure with India Post’s unmatched reach, the initiative is expected to set a benchmark for innovative service delivery and act as a model for future cross-sector partnerships.

With more than one lakh sixty-five thousand service points now empowered to distribute mobile services, the Department of Posts and BSNL have sent a strong signal that connectivity is no longer a privilege for urban India but a right that will soon extend to every household, from the largest cities to the smallest villages.
