Appointments made against 2024 select list vacancies; officers to serve on probation and be allocated to Chhattisgarh cadre, says DoPT notification

In a significant administrative development, the Government of India on Tuesday notified the appointment of seven officers from the Chhattisgarh State Civil Service to the Indian Administrative Service (IAS). The appointments have been made against vacancies that arose between January 1 and December 31, 2024, as per the Select List of 2024.
According to a notification issued by the Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions, the appointments were approved by the President of India in exercise of powers conferred under the relevant provisions of the Indian Administrative Service (Recruitment) Rules, 1954 and associated regulations.
The officers have been appointed on probation until further orders and allocated to the Chhattisgarh cadre under the Indian Administrative Service (Cadre) Rules, 1954. The appointments were made in consultation with the state government and the Union Public Service Commission, in accordance with established procedures for promotion from State Civil Services to the IAS.

The officers appointed to the Indian Administrative Service are:
- Tirthraj Agrawal (Date of Birth: August 29, 1980)
- Leena Kosam (July 24, 1979)
- Saumil Ranjan Chaubey (December 5, 1988)
- Birendra Bahadur Panchbhai (November 7, 1968)
- Sumit Agrawal (February 3, 1987)
- Sandeep Kumar Agrawal (May 20, 1980)
- Ashish Kumar Tikariha (June 4, 1985)
Administrative Significance
Officials said the induction of experienced State Civil Service officers into the IAS strengthens administrative capacity by bringing in officers with deep grassroots-level experience and familiarity with local governance challenges. Such promotions are considered crucial for ensuring continuity, efficiency and responsiveness in public administration.
The officers will undergo the prescribed probationary process and training as applicable to promoted IAS officers. During probation, their performance and conduct will be assessed in accordance with service rules before confirmation in the cadre.
Formal Notification
The notification, issued under file number 14015/05/2025-AIS.I (S.II & III)-B, was signed by Under Secretary to the Government of India Kavita Chauhan and forwarded to the Government of India Press for publication.
The appointments are expected to bring renewed administrative strength to the Chhattisgarh cadre, with the newly inducted officers likely to be assigned key responsibilities in district administration, policy implementation and state-level governance in the coming months. See the order here👇
