Officials Direct 100% Timely Registration to Strengthen Data for Government Schemes
TFP Bureau, Raipur, March 27, 2026: The Chhattisgarh government on Friday held a state-level meeting to review and strengthen the birth and death registration system, emphasizing the need for complete and time-bound registration across the state to ensure accurate demographic data for effective policy planning and implementation of welfare schemes.
The meeting of the State-Level Inter-Departmental Coordination Committee (IDCC) was organised by the Department of Planning, Economics and Statistics and Twenty-Point Programme Implementation at Mantralaya, Mahanadi Bhawan in Nava Raipur (Atal Nagar). The meeting was chaired by Departmental Secretary Bhuvnesh Yadav.
Senior officials from various departments participated in the meeting, including Deputy Director General of the Unique Identification Authority of India (UIDAI) P. Sangeetha and Joint Registrar (Births and Deaths) and Director of Census Operations for Chhattisgarh Kartikeya Goyal.
Addressing the meeting, Secretary Bhuvnesh Yadav directed officials to ensure 100 percent registration of every birth and death within the prescribed timeframe. He said that accurate and updated data is crucial for effective planning and monitoring of government schemes.
During the meeting, Director of the Directorate of Economics and Statistics Roktima Yadav presented a detailed report on the current status and progress of birth and death registrations in the state.
According to the review, the Gross Registration Rate for births in 2025 was recorded at 108.4 percent, while the Net Registration Rate stood at 71.7 percent. Similarly, the Gross Registration Rate for deaths was reported at 102.6 percent, with the Net Registration Rate at 92.5 percent. Officials were instructed to launch special campaigns in districts where registration progress remains comparatively low.
The meeting stressed the importance of mandatory registration of births and deaths within 21 days in all government and private health institutions. Hospitals were also directed to ensure that birth certificates are issued before the discharge of newborns.
Officials also reviewed the implementation of the Chhattisgarh Birth and Death Registration Rules, 2026, which came into force on January 27, 2026. The rules provide for integrated registration through the CRS-ORGI portal and mandate that the first birth or death certificate be issued free of cost within seven days.
The meeting also reviewed issues such as prescribed fees for delayed registrations, API-based data sharing, secure data storage on the NIC Cloud, integration of Aadhaar number generation with birth certificates, and the migration of historical data from 2015 to 2022.
Officials were directed to strengthen inter-departmental coordination, improve data quality, expedite the disposal of pending cases and take strict measures to prevent fraudulent registrations.
The government reiterated that a robust and transparent birth and death registration system will help in better governance and ensure that citizens receive timely access to government benefits and services.
