Mukesh Kumar Bansal directs officials to restore connectivity, expedite monsoon repairs and ensure quality; payments and completion certificates to be cleared within three months
TFP Bureau, Raipur, August 13, 2026: Public Works Department (PWD) Secretary Mukesh Kumar Bansal on Thursday reviewed the progress of road and building construction projects across all divisions of the Durg region and directed officials to accord top priority to the repair and restoration of roads and bridges damaged by heavy rains and floods.
During a review meeting at Nirman Bhawan in Naya Raipur, Bansal took stock of proposed, sanctioned and ongoing projects, the tendering status of administratively approved works, and pending payments related to construction and departmental programmes. He stressed that construction quality and adherence to prescribed timelines must remain the department’s key priorities.
Bansal directed officials to undertake immediate patch repairs and pothole filling during the ongoing monsoon and ensure the prompt restoration of traffic on damaged roads and bridges. Contractors were also to be issued notices for immediate repairs of roads covered under performance guarantees.
He further directed the department to complete the tendering process for bituminous (BT) patch repair works by August 31 and finalise agencies by September 31 for carrying out the repairs on a war footing after the monsoon.
Monthly reviews, frequent site inspections
The PWD Secretary instructed Chief Engineers and Superintending Engineers to hold monthly review meetings with Executive Engineers and Sub-Divisional Officers covering construction progress, tendering, bill payments, court cases, human resources and administrative matters.
All engineers were directed to visit construction sites at least twice a week to monitor the quality and progress of works. They were also asked to maintain regular coordination with contractors to ensure completion within the prescribed timelines.
During the meeting, Bansal reviewed proposals for roads, bridges and high-speed corridors aimed at providing all-weather connectivity to previously inaccessible villages. He directed that land acquisition through mutual consent be completed within three months and that land records be mutated immediately after acquisition.
Payments to be cleared within stipulated timelines
The Secretary directed officials to settle all outstanding payments, including GST, royalty and final contractor payments for completed works, by September 30. He also instructed that payments and completion certificates be processed within three months of completion so that projects can be formally closed in the PWD-IMS.
Bills related to departmental programmes and events are to be settled within one month. Bansal also directed that officers and employees who have remained at the same desk for more than three years be identified and given new postings by September 30.
He further asked the Engineer-in-Chief to ensure that the number of construction projects completed within the prescribed timelines is recorded in the Annual Confidential Reports (ACRs) of concerned officers.
Digital monitoring and grievance redressal
The PWD Secretary directed that details of all departmental projects be entered into the PWD-IMS by August 31. Estimates for priority projects planned for 2025-26 and 2026-27 were also to be submitted by the same date.
He instructed officials to ensure prompt disposal of complaints and applications received through the Chief Minister’s Helpline, CPGRAMS and the Public Service Guarantee Act. Executive Engineers were asked to personally review these portals every 15 days and monitor the progress of grievance redressal.
Bansal also reviewed compassionate appointment cases and pending court matters across the Durg region. He directed that outstanding pension cases be resolved by September 30 and that ‘No Dues/No Inquiry’ certificates be prepared for employees due to retire this year.

Srivastava, Additional Managing Director of the Chhattisgarh Road and Infrastructure Development Corporation Shashank Pandey, Superintending Engineers B.K. Patoria and Suresh Bhupal, along with Executive Engineers and Sub-Divisional Officers from all seven divisions of the Durg region, attended the meeting.
