Urban development plan proposed for Kachna, Lamandi and Saddu

Final plots to be allotted with roads, water, sewerage and electricity; 6.7 acres earmarked for open spaces and 4.8 acres for urban forest

TFP Bureau, Raipur, September 28,2026: The Raipur Development Authority has proposed an urban development plan for Kachna, Lamandi and Saddu to facilitate planned expansion of Raipur and provide basic infrastructure and social amenities in the rapidly developing areas.

Prepared under Sections 49 and 50 of the Chhattisgarh Town and Country Planning Act, 1973, the plan provides for the allotment of well-planned final plots to landowners, along with road connectivity, water supply, sewerage, electricity and other civic infrastructure.

Landowners to receive final plots

A key provision of the plan is that no landowner will be left without land. It proposes allotting 40 per cent of the original landholding as a final plot for mixed land use. For landowners whose original plots are smaller than 100 square metres, final plots have also been proposed in the neighbourhood shopping area.

The plan also seeks to address problems arising from fragmented landholdings. Where land is divided across multiple plots under the same Basra numbers, the proposal provides for consolidation and allotment of a single final plot corresponding to the total original holding. The final plots are proposed within the same village where the original land was located.

Road network planned for future growth

The road network has been planned on the basis of physical surveys conducted during preparation of the development plan. Roads of 45, 30, 24, 18 and 12 metres have been proposed to improve connectivity and accommodate future traffic requirements.

Larger plots are proposed along the wider 45-metre, 30-metre and 24-metre roads, while smaller plots are planned along 18-metre and 12-metre roads. The arrangement is intended to provide better access and traffic movement in areas expected to see greater development.

Green spaces and civic amenities

The plan has earmarked 7.29 per cent of the planning area for open spaces and an urban forest. This includes around 6.7 acres for open spaces and approximately 4.8 acres for an urban forest.

Another 7.94 acres has been reserved for social infrastructure, including an electrical substation, police outpost, Anganwadi, school and primary health centre. Land has also been reserved for low-income families as part of the proposed development framework.

Draft plan follows statutory process

The Board of Directors of the Raipur Development Authority gave in-principle approval to the plan on September 10, 2025. The declaration of intent was subsequently published in the Gazette on December 5, 2025.

An inter-departmental committee constituted to consider applications and objections held hearings on February 12, 2026. The draft plan was approved by the RDA Board on September 10, 2026, and published on September 11.

Claims and objections invited until October 10

The RDA has clarified that the final plot allocation shown in the published plan is presently only a proposal. Under Section 50(3) of the Chhattisgarh Town and Country Planning Act, affected landowners and other concerned parties have been given an opportunity to submit claims and objections.

The deadline for filing claims and objections is October 10, 2026.

The proposed framework seeks to combine planned roads, green spaces, social infrastructure and essential civic services with provisions for protecting landowners’ interests as Kachna, Lamandi and Saddu develop as part of the expanding Raipur urban area.
