Chief Secretary Vikas Sheel asks Collectors to verify crop data, correct discrepancies and address farmers’ grievances through Gram Sabhas from November 1
TFP Bureau, Raipur, October 10, 2026: Chief Secretary Vikas Sheel has directed Collectors across Chhattisgarh to complete the remaining work of the Digital Crop Survey (DCS) by November 10, stressing physical verification of crops, data accuracy and timely correction of discrepancies.
Chairing a review meeting at Mantralaya Mahanadi Bhawan on Saturday, with Collectors participating through video conferencing, Sheel reviewed the progress of the survey, geo-referencing of land parcels, creation of digital polygons, verification of actual crop conditions and the quality of uploaded data.
Revenue Secretary Shammi Abidi informed the meeting that 93.84% of the survey work had been completed across the state.
Sheel directed officials to prioritise the remaining work and ensure that crop details recorded for each land parcel reflect the actual situation on the ground. He stressed physical verification, geo-tagging, polygon creation and uploading of relevant information to the survey system.
He asked Collectors to identify land parcels without maps or geo-referencing, complete the mapping process and record details of paddy and other crops. Previous-year crop records may be used as a reference wherever necessary, but the survey must reflect the current ground situation.
In districts where more than 90% of the work has been completed, officials were asked to set targets for finishing the remaining tasks. Patwaris, surveyors and other Revenue Department field staff are to be mobilised, with progress reviewed regularly at the village level.
Gram Sabhas to address farmers’ grievances
Gram Sabhas will be organised from November 1 to verify and resolve issues related to the Digital Crop Survey, the Chief Secretary said. Collectors have been asked to publicise the meetings widely so that farmers can report errors or discrepancies in their crop records.
Officials must prepare village-wise lists of farmers whose records require verification or correction. Applications and complaints received during the Gram Sabhas should be reviewed, resolved and reflected in the relevant records.
Sheel directed Collectors to prepare action plans covering the remaining survey work and the grievance-resolution process.
Data quality and accountability stressed
The Chief Secretary called for cross-verification of survey data at both district and state levels. Errors and discrepancies must be corrected promptly, and accountability fixed if negligence is found.
He cautioned officials against treating the exercise as a formality, stressing that all crops, including paddy, must be accurately recorded and no eligible cultivated area should be left out. Errors detected after the records are finally frozen would be viewed seriously, he said.
The meeting also reviewed the registration of farmers belonging to special categories. Sheel directed officials to ensure that eligible farmers covered under the Forest Rights Act, residents of forest-area villages, Gram Kotwars and government leaseholders are separately registered, with their details uploaded to the Digital Crop Survey and AgriStack systems by November 10.
He called for regular monitoring of survey and registration work in tribal districts and Forest Rights Act areas to ensure that eligible farmers are covered and crop details are recorded accurately.
The Chief Secretary said transparency, reliable data and accountability were essential to the survey and that farmers must have an opportunity to raise concerns and seek corrections.
He also directed Collectors to review the progress of Jal Jeevan Mission works and pay attention to their implementation.
