Urban Administration Principal Secretary Sonmoni Borah directs daily field inspections, faster completion of pending projects and time-bound disposal of public grievances
TFP Bureau, Raipur, October 11, 2026: Urban Administration and Development Department Principal Secretary Sonmoni Borah has directed Bhilai Municipal Corporation officials to make the city garbage-free before Diwali, ensure timely delivery of civic services and resolve public grievances without delay.
Reviewing the corporation’s functioning at a meeting at the Circuit House in Nava Raipur, Borah said citizens should be treated as customers and warned that negligence or delays in service delivery would not be tolerated. He instructed senior municipal officials to conduct field inspections every morning and submit reports on deficiencies and work progress.
The meeting was attended by Nilesh Kshirsagar, Director of the Urban Administration and Development Department; Sumeet Agrawal, Chief Executive Officer of the State Urban Development Agency (SUDA); and Suruchi Singh, Commissioner of Bhilai Municipal Corporation.
Daily inspections and sanitation drive
Borah directed zonal commissioners, deputy commissioners and additional commissioners to inspect their respective areas every morning and share reports in the designated group so that shortcomings could be addressed promptly.
Reviewing sanitation arrangements, he instructed officials to accelerate waste management activities and ensure the proper establishment and operation of processing plants under the Swachh Bharat Mission (Urban) 2.0. He stressed regular monitoring of sanitation systems and proper processing of waste to meet the target of making Bhilai garbage-free before Diwali.
Pending construction works to be expedited
The Principal Secretary expressed dissatisfaction with the slow progress of projects sanctioned under the 15th Finance Commission. He directed officials to prioritise incomplete works, resolve technical issues immediately and ensure completion within stipulated timelines through regular monitoring.
Reviewing the Pradhan Mantri Awas Yojana (Urban) 2.0, Borah said housing projects should address the needs of elderly people, women, persons with disabilities and children. He called for safe, accessible and inclusive housing facilities and directed officials to expedite the disposal of pending cases involving eligible beneficiaries.
He also instructed officials to speed up preparations for the launch of the e-bus service scheme.
Focus on water conservation and revenue
Borah reviewed water supply projects, water conservation measures, Mission Amrut and pond maintenance. He directed officials to protect water sources and plan for future water requirements.
During the review of property tax collection, green bonds, electricity bills and other financial matters, he called for improving revenue collection. He also stressed the effective implementation of online citizen services, e-office systems and other digital processes.
The Principal Secretary further directed officials to monitor complaints received through the Nidan-1100 grievance redressal system and ensure their resolution within the prescribed timeframe. He called for better coordination among departments to clear pending cases quickly.
Additional Director Pulak Bhattacharya, Joint Director Mithilesh Awasthi, Chief Engineer Rajesh Sharma and other officials and engineers from the Urban Administration Department, SUDA and Bhilai Municipal Corporation attended the meeting.
