Proposal envisages 10-year operation and maintenance contract at SIMS Medical Campus in Bilaspur, with 80% of beds reserved for government scheme beneficiaries and free treatment
TFP Bureau, Raipur, October 14, 2026: Chhattisgarh is considering a public-private partnership (PPP) model for the operation and maintenance of a 240-bed super-specialty hospital and a 100-bed State Cancer Institute at the SIMS Medical Campus in Koni, Bilaspur.
The proposal was discussed at a meeting of the Public-Private Partnership Appraisal Committee (PPPAC), chaired by Chief Secretary Vikas Sheel. The Directorate of Medical Education has proposed handing over the operation and maintenance of both facilities, with a combined capacity of 340 beds, to a private developer-operator for 10 years under a single licence agreement.
Under the proposal, beds would be reserved for beneficiaries of government healthcare schemes, including Ayushman Bharat, and patients receiving completely free treatment. Paying patients would be allowed to occupy no more than 20 per cent of the beds.
The super-specialty hospital is proposed to offer key medical services, including cardiology, neurology, neurosurgery, nephrology and urology.
The meeting reviewed the proposal and its implementation framework. The participating officials included Law and Legislative Affairs Department Principal Secretary Manish Kumar Thakur, Public Health and Family Welfare Department Secretary Amit Kataria, Finance and Public Relations Department Secretary Rohit Yadav, and Tribal Development Department Secretary Bhuvanesh Yadav.
Officials from other departments and representatives of KPMG, the operator agency, also attended the meeting.
