TFP Bureau, New Delhi, April 23, 2025: As part of its continuous efforts to enhance the integrity and efficiency of election processes, the Election Commission of India has launched a focused two-day capacity building programme for electoral field functionaries from Bihar at the India International Institute of Democracy & Election Management (IIIDEM) in the national capital.
A total of 229 Booth Level Officers (BLOs), 12 Electoral Registration Officers (EROs), and 2 District Election Officers (DEOs) from Bihar are participating in the training, aimed at strengthening the state’s electoral machinery ahead of upcoming polls. This is the third batch of BLOs from the state to undergo such training.
Alongside this, a specialised one-day training programme for the State Police Nodal Officer (SPNO) and other police officers from Bihar has also commenced to boost coordination between election authorities and law enforcement agencies.
Chief Election Commissioner Shri Gyanesh Kumar inaugurated the session in the presence of Election Commissioner Dr. Vivek Joshi. The programme includes interactive sessions designed to familiarise officers with their statutory roles, responsibilities, and the use of IT tools to maintain accurate and error-free electoral rolls.
Officials said that these trained BLOs will serve as Assembly Level Master Trainers (ALMTs), playing a key role in building a more robust and professional BLO network across the country.
The police training segment will address critical aspects of election management such as law and order, vulnerability mapping, deployment of Central Armed Police Forces (CAPFs), and enforcement of the Model Code of Conduct (MCC).
This initiative is part of the first phase of IIIDEM’s nationwide physical training programme. So far, 555 BLOs from poll-bound states including Bihar, West Bengal, and Assam, along with 279 Booth Level Agents (BLA-1s) representing 10 recognised political parties from Bihar, have already been trained.
IIIDEM has trained over 3,000 participants from 141 countries, including key democracies like the USA, UK, Brazil, Indonesia, France, and South Africa, solidifying India’s position as a global leader in election management and democratic governance.
