Coal PSUs Announce ₹1.03 Lakh Performance Linked Reward for Non-Executive Workers

TFP Bureau, New Delhi, September 26, 2025: Coal Public Sector Undertakings under the Ministry of Coal have announced a Performance Linked Reward (PLR) of ₹1,03,000 for their non-executive workers, a move that is set to benefit over 2.5 lakh employees across the country. The decision, finalized at the sixth meeting of the Standardization Committee of the Joint Bipartite Committee for the Coal Industry (JBCCI) held on September 25, underscores the government’s commitment to worker welfare and recognition of the frontline workforce.

The PLR will cover around 2.1 lakh non-executive employees of Coal India Limited (CIL) and its subsidiaries, as well as nearly 38,000 employees of Singareni Collieries Company Limited (SCCL). The payout, which will be credited on a pro-rata basis linked to employee attendance, carries a massive financial implication of ₹2,153.82 crore for CIL and an additional ₹380 crore for SCCL, pushing the combined outlay to over ₹2,500 crore.

Officials noted that this reward is not just a financial incentive but also a recognition of the tireless contributions of non-executive workers who form the backbone of India’s coal sector. These workers, engaged in demanding mining operations under challenging conditions, are central to ensuring a steady supply of coal that powers industries, fuels electricity generation, and sustains India’s economic growth.

The announcement comes at a time when the festive season is approaching, offering timely relief and cheer to the families of coal workers. For many households, the PLR will provide not only immediate financial support but also a sense of security in meeting rising expenses. The timing of the payout reflects the government’s intent to share the benefits of improved productivity and performance directly with the workforce.

Coal India Limited, which produces nearly 80 percent of India’s coal, has been working to enhance operational efficiency and align with the national vision of Aatmanirbhar Bharat. By linking rewards with performance and attendance, the scheme is expected to encourage higher efficiency, accountability, and motivation across the workforce. Union representatives have welcomed the announcement, describing it as a progressive measure that demonstrates genuine recognition of workers’ efforts.

The Ministry of Coal highlighted that the PLR not only acknowledges the role of workers in boosting production but also strengthens morale, fosters job satisfaction, and encourages a culture of shared responsibility within the coal industry. This landmark initiative is seen as a reflection of the government’s larger commitment to ensuring that the benefits of industrial progress and growth are passed on to the workers at the grassroots level.

As the country continues to rely heavily on coal for its energy needs, the announcement of the PLR is also a reminder of the critical importance of the coal sector in sustaining India’s energy security. By prioritizing worker welfare and reinforcing the value of their contributions, Coal India Limited and SCCL are ensuring that the sector remains robust, motivated, and aligned with the larger goal of building a self-reliant India.
