TFP Bureau, Raipur, October 19, 2025: South Eastern Coalfields Limited (SECL) has taken significant strides in advancing its digital transformation under the Government of India’s Special Campaign 5.0, an initiative of the Department of Administrative Reforms and Public Grievances aimed at strengthening digitisation and good governance.
In alignment with the Digital India vision, SECL has launched a series of digital platforms in 2025 to streamline operations, enhance transparency, and empower employees. The new suite of portals and applications is transforming administrative efficiency and promoting accountability across all levels of the organization.
Among the key digital initiatives are the Internal Selection Portal, designed to simplify the internal selection and promotion process for non-executive employees. The online system allows candidates to apply, track applications, and receive updates digitally, ensuring transparency and speed in human resource operations.
Under Mission Sanjeevani, SECL also launched an HPV Vaccination Portal to manage vaccination drives for employees and their dependents. The portal supports scheduling, identification, certification, and real-time tracking of vaccination progress, strengthening employee health management and accountability.
The Jatayu Dashboard, another major initiative, serves as a comprehensive decision-support system by consolidating circulars, guidelines, manuals, and standard operating procedures. It enables employees to access updated regulatory information instantly, improving compliance and governance.

To ensure better oversight and accountability, SECL introduced the Contract Monitoring Portal, which centralizes data on active contracts to streamline tracking, compliance, and timely closure of agreements. Similarly, the Security Pass Portal, currently under trial, will digitize the issuance of entry passes for vehicles, employees, and visitors at SECL’s headquarters and residential colonies, bolstering security and administrative convenience.
The Manpower Budget Portal supports data-driven forecasting and planning by compiling manpower data from all SECL units to assist in accurate and transparent budget preparation. Another major milestone is the Land & R&R Portal, which digitally tracks land acquisition, compensation, disbursal, and employment records — enabling plot-wise analysis and transparent land management. 
For the company’s consumers, the SECL Coal Component Calculator allows accurate computation of coal value and security deposits, promoting financial clarity and customer confidence. Meanwhile, the Compensation and PI Bill Information Portal digitizes the processing of compensation and performance incentive bills, leading to faster approvals and greater accountability.
These digital initiatives reflect SECL’s active participation in Special Campaign 5.0, focusing on digitisation, transparency, and simplification of administrative processes. By replacing manual workflows with real-time, data-driven systems, SECL is reinforcing its commitment to efficiency, accuracy, and accessibility — setting a new benchmark in digital governance within the coal sector.
